Bio Usawa Inc. is a privately owned biotechnology company focused on developing and manufacturing monoclonal antibodies in Africa. The company aims to address medical needs by producing affordable therapies in areas such as oncology, immunology, and ophthalmology, ensuring that no patient is left without essential treatments due to cost barriers.

Diabetic macular edema occurs when the part of the eye responsible for sharp central vision becomes swollen due to fluid leakage from damaged or fragile blood vessels. It is estimated that 7—10% of individuals with diabetes develop diabetic macular edema, a condition that can lead to permanent vision loss or blindness.

Announcing the partnership, the company noted that while effective mAb biosimilars for diabetic macular edema are approved in high-income countries, their availability in African nations is extremely limited, despite the rise in diabetes cases reaching pandemic proportions.

The facility to be set up in Rwanda, the company said, will pave the way for local, end-to-end manufacturing of biosimilars that are affordable, high-quality, and accessible to all. Production of the first biosimilar from this facility is expected within 18—24 months.

The joint call by the AU, the UN Industrial Development Organization (UNIDO) and the UN Economic Commission for Africa (UNECA) was made in a joint statement issued late Wednesday on the occasion of Africa Industrialization Day, which is commemorated every year on Nov. 20 in line with African leaders’ decision in 1989.

Reaffirming their joint commitment to advancing inclusive, sustainable, and resilient industrialization as a pathway for Africa’s structural transformation, the three organizations underscored that industrialization remains the linchpin of Africa’s development ambition.

Noting that industrialization is crucial to address Africa’s socioeconomic challenges, such as poverty, unemployment and inequality, they emphasized the need to build Africa’s resilience amid challenges in the global industrial landscape, which is increasingly shaped by global supply chain disruptions, the economic consequences of geopolitical conflicts and environmental challenges.

“These events underscore the necessity for Africa to build resilient industries capable of navigating such external shocks. Africa must seize opportunities to diversify its industrial base, leveraging its natural resource endowment, youthful population, innovation and rising middle class,” the joint statement read.

They also emphasized the urgent need for Africa to be fully part of the fourth industrial revolution and utilize emerging technologies including artificial intelligence, blockchain, robotics, and 3D printing technology to build industries that are beneficial to current and future generations.

The three organizations highlighted the importance of creating conducive environments for investments in infrastructure, skill development, and industrial productivity, emphasizing the role of the private sector in advancing innovation and competitiveness.

Underscoring the collective need to advance Africa’s economic diversification in line with the AU’s 50-year continental development blueprint Agenda 2063, the three organizations called on partners and stakeholders to join forces to expedite Africa’s industrialization.

“Our shared efforts will drive the continent towards greater economic resilience, social equity, and environmental sustainability, ensuring that Africa takes its rightful place as a global industrial powerhouse,” the joint statement said.

UN Secretary-General Antonio Guterres, in a message issued Wednesday on the 35th anniversary of Africa Industrialization Day, urged Africa to harness the transformative potential of technology and advance inclusive and environmentally conscious development and economic growth.

Speaking to Rádio Moçambique in Harare, Zimbabwe, after the conclusion of an extraordinary Southern African Development Community (SADC) summit, Nyusi highlighted the significance of the EU’s contribution to bolstering the efforts of Rwandan forces operating alongside Mozambican troops in the troubled northern region.

Addressing questions on why the funding was allocated directly to Rwanda instead of Mozambique, Nyusi clarified that Mozambique already receives substantial EU support across various sectors. This includes military training and strategic initiatives amounting to €800 million.

The EU Council’s approval, announced on November 18, 2024, under the European Peace Facility (EPF) supplements the €20 million pledged in late 2022 and aims to strengthen the operational capacity of the Rwanda Defence Force (RDF) in Cabo Delgado.

The new funds will facilitate the acquisition of personal equipment and cover strategic airlift costs to sustain the Rwandan deployment.

Rwandan troops were first deployed in Cabo Delgado in July 2021 at the request of Mozambique’s government.

Their mission has been critical in countering terrorism, which had claimed over 3,000 civilian lives and displaced more than 800,000 people prior to their intervention. The insurgency also halted development projects in areas under terrorist control.

Over the past three years, Rwandan forces, in collaboration with Mozambican troops, have made significant progress in dismantling the Al Sunna Wa Jama (ASWJ) terrorist group.

They successfully cleared key strongholds such as Mocimboa da Praia and Palma, enabling thousands of internally displaced persons to return to their communities and resume their lives.

President Filipe Nyusi has commended EU’s increased support for Rwandan troops in Cabo Delgado.

For the period ending September 30, 2024, the bank’s financial results highlighted robust growth across several key metrics.

Net interest income grew significantly by 42%, reaching Frw35 billion, while net operating income rose by 28% to Frw42 billion compared to the same period in the previous year.

The bank’s profit before tax was estimated at Frw18 billion, reflecting a substantial 66% increase. After accounting for taxes, the bank retained a net profit of Frw12 billion.

The bank also reported strong growth in its loan portfolio, with total loans issued reaching Frw348 billion by the end of the quarter.

Deposits increased by 22% since December 2023, climbing to Frw659 billion by September 30, 2024.

Shareholders’ funds experienced a 13% rise, driven by an 18% increase in retained earnings, which now total Frw65.6 billion.

These achievements were largely attributed to a robust loan book, strategic investments in securities, and higher interest-bearing cash balances.

Growth was particularly pronounced in the MSME and retail loan segments, reflecting the bank’s targeted efforts to serve these markets.

The bank’s Chief Executive Officer, Benjamin Mutimura, attributed the strong performance to a combination of strategic focus and adaptability.

He emphasized that despite global economic challenges, including rising interest rates, higher technological costs, and the devaluation of the Rwandan Franc, the bank successfully navigated these obstacles.

This was achieved through leveraging opportunities presented by steady economic growth, stabilizing inflation, and emerging markets such as climate finance.

Mutimura also noted that the bank’s continued emphasis on serving MSMEs and retail customers contributed significantly to its market share growth, which has been advancing at a double-digit rate across key performance indicators.

I&M Bank Rwanda, which began operations in 1963 under the name BCR and is now the oldest commercial bank in the country, has consistently demonstrated its commitment to innovation and customer satisfaction.

Mali Junta ousts Prime Minister amid transition tensions

Mali’s military leader, Colonel Assimi Goita, dismissed Prime Minister Choguel Kokalla Maiga and his government on Wednesday, following Maiga’s criticism of the junta. The decree, read on state television, comes as the West African nation grapples with prolonged political instability and violence from jihadist and separatist groups.

Initially appointed by the military in 2021, Maiga had recently voiced concerns over the indefinite delay of promised elections, warning that the lack of clarity could hinder the transition to civilian rule. His dismissal highlights deepening uncertainty surrounding Mali’s future governance.

The country has been under military control since coups in 2020 and 2021, with elections postponed despite prior commitments to return power to civilians by March 2024. Michael Flynn urges Biden’s removal over World War III fears

Retired US Army Lieutenant General Michael Flynn has called for the urgent removal of President Joe Biden, accusing him of leading the United States toward a potential World War III.

Flynn urged Vice President Kamala Harris to invoke the 25th Amendment to address Biden’s alleged inability to responsibly manage escalating global tensions.

His comments follow reports that Biden permitted Ukraine to use US-provided ATACMS missiles to strike deep into Russian territory and his decision to supply Ukraine with anti-personnel landmines, breaking a prior commitment to restrict their use.

Flynn, who served as Donald Trump’s national security advisor, argued that Biden’s actions pose a grave danger to the United States.

He suggested that the House of Representatives impeach Biden and called on Harris to take decisive action, claiming Biden’s 'poor memory' makes him unfit for accountability.

Flynn also urged Trump allies and future officials to reveal those influencing Biden’s decisions and to engage with Russian President Vladimir Putin to deescalate tensions.

Flynn’s comments echo his controversial tenure under Trump, during which he was forced to resign after allegations of misleading officials about conversations with Russia’s ambassador. Despite his legal battles, Flynn has remained a vocal critic of US foreign policy and Biden’s leadership.

Spiraling gang violence leaves Haiti in crisis

Gang violence in Haiti’s capital, Port-au-Prince, claimed at least 150 lives over the past week, pushing the death toll from gang-related violence this year to over 4,500, according to UN human rights chief Volker Turk.

The violence, driven by a coalition of gangs seeking control of the city, has displaced 20,000 people and injured 92. Gangs now control 80% of the city, blocking all major roads and effectively holding Port-au-Prince’s four million residents hostage.

Despite the presence of a Kenyan-led international force, limited resources and troop numbers have hampered efforts to restore order. Kenya’s security advisor has called for the mission to transition into a formal UN peacekeeping operation, which could provide greater support.

The violence has deepened Haiti’s humanitarian crisis, leaving 700,000 displaced and exacerbating food, water, and healthcare shortages. Turk warned that the situation could worsen, with rising reports of mob lynchings and coordinated attacks overwhelming the outgunned police force.

Amid the chaos, 28 gang members were killed by self-defense groups and police during a recent operation.
Turk emphasized the urgent need for action to protect citizens and reestablish rule of law, warning that the unchecked violence risks plunging Haiti further into despair and instability.

Elon Musk and Ramaswamy unveil bold plans for Federal overhaul

Elon Musk and Vivek Ramaswamy, recently appointed co-leads of President-elect Donald Trump’s “Department of Government Efficiency” (DOGE), have outlined an ambitious strategy to streamline the federal government.

In a Wall Street Journal article, they proposed sweeping executive actions aimed at reducing federal agencies, cutting trillions from the budget, and curbing regulations they deem excessive and undemocratic.

Using recent Supreme Court rulings as their foundation, DOGE plans to work with legal experts and advanced technology to identify regulations exceeding congressional authority.

These recommendations will empower Trump to pause enforcement and begin rescission of such rules, a move they argue will stimulate the economy. They also anticipate large-scale staff reductions, determining the minimal workforce required for agencies to perform their constitutional functions.

Key proposals include eliminating certain federal expenditures, such as funding for public broadcasting, international grants, and progressive organizations.

Musk and Ramaswamy advocate a return-to-office mandate for federal employees, aiming to provoke voluntary resignations. They project DOGE’s work will lead to significant deregulation and cost savings, potentially dismantling many government agencies.

Abdirahman Irro Elected President of Somaliland Amid Promises of Change

Abdirahman Mohamed Abdullahi, popularly known as Irro, has been elected as the sixth president of Somaliland, winning 64% of the vote in the November 13 election.

The 69-year-old former parliamentary speaker defeated incumbent President Musa Abdi Bihi, who garnered 35%. Irro’s victory is seen as a response to dissatisfaction with Bihi’s leadership, marked by a dismissive approach to public opinion and economic challenges.

During his campaign, Irro pledged to review Somaliland’s controversial deal with Ethiopia, which grants Addis Ababa access to a 20km stretch of Somaliland’s coastline for a naval base.

While critics view the agreement as aggressive, Irro has taken a diplomatic stance, signaling potential adjustments rather than outright rejection.

Somaliland, which declared independence from Somalia in 1991, remains unrecognized internationally despite its stability and democratic elections. Irro, a unifying figure, promises continued relations with Taiwan, a move likely to draw criticism from China and Somalia.

Born in Hargeisa and educated in the US, Irro brings extensive diplomatic experience, including service as Somalia’s acting ambassador to the Soviet Union.

As leader of the Wadani Party, Irro’s presidency offers hope for stronger governance, regional diplomacy, and progress for Somaliland’s pursuit of international recognition.

Court bailiff and Clerk arrested for corruption charges

The Rwanda Investigation Bureau (RIB) has arrested Jerome Mwiseneza, a Clerk at the Gatunda Primary Court in Nyagatare District, Victor Semahoro Mabondo, a Court Bailiff, along with four accomplices.

The suspects are accused of soliciting money from individuals in exchange for releasing detainees or offering legal assistance in cases they are involved in.

The suspects are currently detained at the RIB stations in Gatunda and Nyagatare as their case files are being finalized for submission to the Prosecution.

RIB commended citizens for refusing to engage in corrupt practices and for providing information about those soliciting bribes, ensuring that such individuals are investigated and brought to justice.

The Hague-based court, also issued a warrant of arrest for Hamas militant Mohammed Deif for alleged crimes against humanity and war crimes committed in the territories of the State of Israel and the State of Palestine beginning October 7, 2023. However, Deif is believed to have been killed in an airstrike in al-Mawasi in August.

The ICC issued the arrest warrants on Thursday, November 21, 2024, following the court’s Pre-Trial Chamber I unanimously rejecting Israel’s challenges to its jurisdiction under the Rome Statute.

According to the ICC, Netanyahu and Gallant are accused of co-perpetrating crimes that include the war crime of starvation as a method of warfare and crimes against humanity such as murder, persecution, and other inhumane acts.

The charges stem from actions during an armed conflict between Israel and Palestine, with the ICC finding reasonable grounds to believe that Israeli authorities intentionally deprived Gaza’s civilian population of essential resources, including food, water, and medical supplies.

The court noted that restrictions on humanitarian aid were unjustified under international humanitarian law and caused significant suffering and deaths among civilians, including children.

'By intentionally limiting or preventing medical supplies and medicine from getting into Gaza, in particular anesthetics and anesthesia machines, the two individuals are also responsible for inflicting great suffering by means of inhumane acts on persons in need of treatment.

'Doctors were forced to operate on wounded persons and carry out amputations, including on children, without anesthetics, and/or were forced to use inadequate and unsafe means to sedate patients, causing these persons extreme pain and suffering. This amounts to the crime against humanity of other inhumane acts,' reads part of the ICC’s statement.

Israel had filed two requests challenging the ICC’s jurisdiction and procedural steps. The first argued that the court lacked jurisdiction over Israeli nationals and the broader situation in Palestine, while the second requested a renewed investigation notification and a halt to proceedings related to the arrest warrants.

The ICC dismissed both challenges, stating that jurisdiction is based on Palestine’s territorial scope and that Israel’s requests were premature.

The prosecution had initially filed applications for warrants of arrest for two other senior Hamas leaders, Ismail Haniyeh and Yahya Sinwar. Following confirmation of their deaths, the Chamber granted the withdrawal of the applications on August 9, 2024, and October 25, 2024, respectively. Regarding Deif, the prosecution indicated that it would continue to gather information about his reported death.

Hamas launched missile attacks on Israel on October 7, 2023, stating that the attack was in response to the continued Israeli occupation of Palestinian territories, the blockade of the Gaza Strip, the expansion of illegal Israeli settlements, threats to the status of the Al-Aqsa Mosque, and the plight of Palestinian refugees and prisoners.

Israel responded to the attack with a devastating bombardment of Gaza. Palestinian authorities reported that Israel’s retaliatory actions killed more than 25,000 people, mostly women and children.

ICC Prosecutor Karim Khan indicated in May that his office had 'reasonable grounds to believe' that Sinwar, Deif, and Haniyeh were 'criminally responsible for the killing of hundreds of Israeli civilians' during the October 7 attacks. Khan also applied for a similar warrant of arrest for Netanyahu and his then defence minister.

Netanyahu dismissed the probe into Israel’s actions in Palestinian territories, stating that any arrest warrants against its officials 'would be an outrage of historic proportions.' He noted that Israel 'has an independent legal system that rigorously investigates all violations of the law.'

Earlier this month, the Israeli Prime Minister dismissed Gallant from the defence role, citing a “crisis of trust” as the primary reason. He stated that his confidence in Gallant had “eroded” over the past few months, prompting the decision. Foreign Minister Israel Katz was picked to take over Gallant’s role.

Gallant attributed his dismissal to disagreements over three key issues. One of these was his belief that Israel could secure the return of the remaining hostages from Gaza by making “painful but manageable concessions.”

The International Criminal Court (ICC) has issued warrants of arrest for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant, citing crimes against humanity and war crimes allegedly committed between October 2023 and May 2024 in the Gaza Strip.

The RGS, an annual independent publication by the Rwanda Governance Board (RGB), assesses governance in Rwanda using comprehensive primary and secondary data sources.

It is designed to generate credible, reliable data on governance issues, serve as a practical tool to drive policy reform, and provide actionable recommendations for improvement while contributing to the broader knowledge of Rwanda’s governance landscape.

Since its inception in 2010, the RGS has been a vital instrument for monitoring progress and identifying challenges in governance. Among the eight key pillars evaluated in 2024, the security and safety pillar once again ranked the highest, improving slightly from its score of 93.63% in 2023.

Despite this positive trend, specific concerns related to personal and property safety were highlighted, with this indicator scoring 87.51%, tempering the overall increase in the security pillar’s performance.

General national security was rated at 95.54%, while efforts to maintain security achieved an impressive score of 96.92%.

Additionally, the emphasis on national unity, reconciliation, and social cohesion contributed to a strong score of 95.32%, reflecting the continued prioritization of stability and harmony in the country.

Other pillars of governance showed mixed results. The rule of law pillar experienced a slight decline, scoring 88.51% compared to 88.89% in 2023.

Political rights and civil liberties remained stable at 88.00%, a marginal decrease from 88.01% the previous year.

However, the pillar addressing corruption, transparency, and accountability experienced a notable drop, declining from 88.97% in 2023 to 86.64%. In contrast, the participation and inclusiveness pillar saw improvement, rising to 85.84% from 84.04%.

Within this pillar, indicators such as citizen participation in governance scored 88.06%, the participation of non-state actors reached 78.89%, and decentralization achieved 89.24%. Power-sharing and inclusiveness received the highest rating at 93.80%, while gender equality in leadership stood at 79.20%.

Meanwhile, the quality in service delivery pillar experienced a significant decline, dropping from 79.98% in 2023 to 75.79%. The human and social development pillar also scored relatively low at 75.21%, with social protection ranking the lowest in this category at 67.82%, while the health indicator performed the best with a score of 87.80%.

Dr. Doris Uwicyeza Picard, CEO of the Rwanda Governance Board, highlighted the RGS’s evidence-based approach, which incorporates advanced research methods contextualized to Rwanda’s realities.

She emphasized that the RGS leverages both global indicators tailored to the local context and data from citizen and expert perception surveys.

'The objectives of RGS are to generate credible and reliable data on governance and serve as an evidence-based source to inform policy, decision-making, and implementation,' Dr. Uwicyeza stated.

The insights provided by the scorecard enable stakeholders to identify areas of excellence and those requiring improvement in the governance framework.

By lowering entry barriers, REITs can democratize access to real estate investment and contribute to broader economic growth.

The Chief Executive Officer of Rwanda’s Capital Market Authority, Thapelo Tsheole noted that 'Building investor confidence depends on strong governance. A robust regulatory framework will protect investors and ensure the long-term success of REITs.'

The CEO of the Rwanda Stock Exchange, Pierre Celestin Rwabukumba, described this initiative as a major milestone. He emphasized that REITs would empower more citizens to participate in wealth creation, fostering economic equity.

Geoffrey Odundo, Chairman of the REITs Association of Kenya, highlighted the importance of regional cooperation. He noted that REITs could facilitate cross-border capital mobilization, address infrastructure challenges, and promote sustainable development.

'Through collaboration, African countries can create a cohesive investment ecosystem that attracts both local and international capital,' he remarked.
