  • Rwanda, Tanzania strengthen cross-border security cooperation #rwanda #RwOT

    According to Rwanda’s Ministry of Defence, participants reviewed the progress made in previous efforts to combat illegal cross-border activities and other potential security threats.

    They also discussed new strategies to address the security challenges faced by border communities engaged in legal cross-border trade. The discussion further emphasized the importance of continued collaboration between the RDF 5 Division and TPDF 202 Brigade to ensure a safe environment for cross-border business.

    Brig Gen Gabriel Elias Kwiligwa, Commander of the TPDF 202 Brigade, highlighted the positive outcomes of these recurring security meetings, initiated under the guidance of both heads of state.

    He stressed the need for a secure and conducive environment for the citizens of both countries to conduct business freely and recommended continued joint efforts to address any emerging security issues along the border.

    Col Pascal Munyankindi, Acting Commander of RDF 5 Infantry Division, expressed gratitude to both Presidents, Samia Suluhu Hassan of Tanzania and Paul Kagame of Rwanda, as well as the two armies leadership, for fostering an environment where military leaders could meet and discuss security issues at the tactical level.

    He acknowledged the progress made since the last meeting held in Rwanda in May 2024, particularly in disrupting criminal activities along the border.

    The meeting also included visits to key areas along the Rwanda-Tanzania border, particularly in Kyerwa and Karagwe districts.

    Local residents involved in cross-border trade praised the collaboration between the two countries’ security forces. Fokasi Tunda Marico, a resident of the Kafunjo area in Karagwe District, shared his positive experience of over 25 years in legal cross-border business.

    He expressed appreciation for the security measures in place, which have greatly facilitated trade and underscored the warm welcome they receive from Rwandan soldiers at the border.

    Marico also encouraged continued visits and cooperation from both Tanzanian and Rwandan forces to address any challenges that might arise in the future, ensuring the smooth continuation of cross-border activities.

    The meeting also included visits to key areas along the Rwanda-Tanzania border, particularly in Kyerwa and Karagwe districts.

    RDF and Tanzania People’s Defence Force also discussed new strategies to address the security challenges faced by border communities engaged in legal cross-border trade.

    In an exclusive interview during his recent visit to Kigali, Muhangi shared with IGIHE that his attendance and participation at Gen-Z Comedy shows in Rwanda was part of sealing a collaboration that had been in the works for some time.

    'Call it a collabo, a working relationship, or just brotherhood—this is something we’ve been anticipating for a long time. These guys have a bright future in the region and potentially across the continent,' Muhangi said.

    The partnership will see both comedy teams exchange talents, including comedians and musicians, to perform at their respective shows in Rwanda and Uganda. Muhangi highlighted the mutual respect and friendship between the two teams.

    'Fally Merci and his Gen-Z Comedy crew are good friends of Comedy Store. We’ve started planning to bring Kigali-based comedians to perform in Uganda and vice versa, with Ugandan comedians taking the stage at Gen-Z Comedy. We came here to finalize the details and kick start this collaboration.'

    Muhangi stressed that this close partnership will enable both events to grow and broaden their perspectives. He believes this exchange will help comedians from both countries to expand their horizons and build a wider audience.

    'With my experience, I can sense when something has the potential to become huge in the future. The more you open your mind, the more innovative you become. That’s a key reason for this collaboration,' he explained.

    Surprisingly, Muhangi revealed that when he started Comedy Store, it was in a far more difficult position than where Gen-Z Comedy stands today. He confidently tipped Gen-Z Comedy to become the best in the region, and potentially the entire continent, in the coming years.

    This collaboration marks a new chapter in the East African comedy scene, promising exciting times ahead for both artists and audiences alike.

  • Zelenskyy tells UN that Russia must be 'forced into peace' #rwanda #RwOT

    Ukrainian President Volodymyr Zelenskyy has told the United Nations Security Council that negotiations will not be enough to end the war in Ukraine and that Russia needs to be 'forced into peace'.

    Zelenskyy told a high-level meeting of the 15-member council in New York that Russian President Vladimir Putin was committing 'an international crime' and had broken so many international rules that he would not stop on his own.

    'And that's why this war can't simply fade away. That's why this war can't be calmed by talks,' Zelenskyy said on Tuesday. 'Russia can only be forced into peace, and that is exactly what's needed — forcing Russia into peace as the sole aggressor in this war, the sole violator of the UN Charter.'

    Russia on Wednesday described Zelenskyy's plan to force it to make peace as a 'fatal mistake'.

    Kremlin spokesman Dmitry Peskov said: 'Such a position is a fatal mistake, a systemic mistake. This is a profound misconception that will inevitably have consequences for the Kyiv regime.'

    It is impossible to force Russia into peace, Peskov told reporters, adding that 'Russia is a supporter of peace, but on the condition that the foundations of its security are ensured'.

    Zelenskyy is aiming to build support among Ukraine's allies for what he has called a  'victory plan' to end the war that began when Russia launched its full-scale invasion of Ukraine in February 2022.

    He stressed the war would not end because 'someone got tired of the war' or through a trade with Putin, a reference to proposals that Ukraine cede some territory seized by Russia to end the conflict.

    Russia currently occupies less than 20 percent of Ukraine and is pressing forward on the eastern front line.

    The meeting was attended by ministers from 14 of the council's member nations except Russia, which sent its Permanent Representative to the UN Vassily Nebenzia.

    He complained that Zelenskyy was being given a UN spotlight again.

    'Western countries could not refrain from poisoning the atmosphere once again, trying to fill the airtime with the hackneyed Ukrainian issue,' Nebenzia said of the meeting.

    'De facto accomplices'

    Zelenskyy's visit to the United States comes as campaigning for a November presidential election that could reset Washington's relations with Kyiv moves into high gear.

    Vice President Kamala Harris is facing off against former President Donald Trump, who is seen as more of a Ukraine sceptic. Opinion polls suggest a tight race between the two.

    The Ukrainian president also criticised North Korea and Iran for providing arms to Russia for the war, describing them as Moscow's 'de facto accomplices'.

    Investigators have found debris from North Korean weaponry in Ukraine. Iran's President Masoud Pezeshkian has denied claims Tehran is delivering missiles to Russia.

    The issue of weapon supplies also fuelled a clash between the top diplomats of China and the US.

    'North Korea and Iran are not the only ones aiding and abetting Russia,' US Secretary of State Antony Blinken told the council. 'China — another permanent member of this council — is the top provider of machine tools, microelectronics and other items that Russia is using to rebuild, to restock, to ramp up its war machine and sustain its brutal aggression.'

    China's Foreign Minister Wang Yi rejected the accusations.

    'I wish to make it clear that on the Ukraine issue, any move to shift responsibility onto China, or attack and smear China, is irresponsible and will lead nowhere,' he told the council.

    He reiterated China's commitment to achieving peace in Ukraine and pointed to a peace proposal worked out with Brazil.

    UN Secretary-General Antonio Guterres also briefed the meeting, reiterating the UN's strong support for Ukraine's sovereignty and territorial integrity under the UN Charter.

    'Russia's full-scale invasion of Ukraine in February 2022 — following the illegal annexation of the Autonomous Republic of Crimea and city of Sevastopol a decade ago — is a clear violation of these principles,' the UN chief said.

  • China test launches intercontinental ballistic missile for first time in decades #rwanda #RwOT

    China has announced the launch of an intercontinental ballistic missile into the 'high seas' of the Pacific Ocean, flying over the northern point of the Philippines in what is believed to be the first such test since the early 1980s.

    The launch of the missile, which the defence ministry said was carrying a dummy warhead, comes at a time of growing international scrutiny of the country's nuclear arsenal, and prompted statements of concern from several nations.

    The ICBM was launched by the People's Liberation Army rocket force (PLARF) at 8:44am Beijing time on Wednesday. The Chinese defence ministry said the launch was part of a 'routine arrangement in our annual training plan', and the missile 'fell into expected sea areas'. It did not provide further details except to say that the launch was not directed at any specific country or target.

    A separate report by the state mouthpiece Xinhua said China had notified the 'concerned' country or countries in advance, but did not say which ones.

    The Guardian has confirmed with the Philippines authorities that two Notams — sea and air navigational warnings — for areas to the country's north-west and north-east were issued on Monday and were 'related to the launch'. The Notams specifically cited special operations 'conducted by China' but it wasn't clear the Philippines were informed the operation was an ICBM launch.

    Japan's senior government spokesperson, Yoshimasa Hayashi, told reporters on Wednesday afternoon that Japan was not informed before the launch, and that China's rapid military buildup was a 'serious concern'. Taiwan's defence ministry would only say that it had recently detected 'intensive' Chinese missile firing and other drills, but would not give further details.

    Analysts have said the missiles were probably fired from Hainan or nearby, and landed somewhere near French Polynesia, a path which aligns with the Philippines' information, and a Notam issued for an area near the French territory.

    That notice warned airspace users of 'the particularly dangerous nature' of an aerospace flight and strongly invited them to avoid the area during the time slot, which ended about 105 minutes after the time the PLARF said they launched the missile. The notice did not mention specific Chinese operations.

    New Zealand's foreign minister said an ICBM test landing in the South Pacific was 'an unwelcome and concerning development'.

    'Pacific leaders have clearly articulated their expectation that we have a peaceful, stable, prosperous, and secure region,' a spokesperson for the foreign minister, Winston Peters, told AFP.

    Parts of the Notam area also overlapped with French Polynesia's exclusive economic zone, but it's not known exactly where the ICBM landed. In 2022, the PLA fired five missiles during military drills, which landed in Japan's exclusive economic zone, drawing protests from Tokyo. Japan's then defence minister, Nobuo Kishi, said the missiles 'threatened Japan's national security and the lives of the Japanese people, which we strongly condemn'.

    China regularly tests short- and mid-range rockets in Chinese territory and over waters in the western Pacific as part of its 'large, well-funded, and technologically advanced ballistic missile program', said Drew Thompson, a senior fellow at the National University of Singapore's Lee Kuan Yew school of public policy. But it was unusual for it to test an ICBM, he added.

    The last similar launch was believed to be in 1980, when China sent its first developed ICBM, the Dong Feng-5, into the Pacific Ocean. Analysts speculated that the ICBM tested on Wednesday was a Dong Feng-41, which has a range of 12,000-15,000km, or its predecessor, the Dong Feng-31, which can travel 7,200-8,000 km.

    Thompson noted that ICBM test launches — such as those conducted by North Korea — are usually shot into high altitude, still travelling a long distance but landing at a point closer to the launch site than what China's Wednesday test appeared to do. He said China's decision to go long was 'clearly' to send a message.

    'It's not necessarily a political signal — although the PLA is the armed wing of the CCP, and everything with the CCP is political,' said Thompson.

    'But it's coming at a time when China has considerably heightened tension with Japan, with the Philippines, Taiwan of course, and political insecurity tensions with the US. It's a fraught time. It's also UN general assembly week. China is sending a strong signal about the power they can project around the world.'

    The PLARF — which in recent years has been embroiled in an apparent corruption crisis with several senior leaders purged — is in charge of China's conventional and nuclear missiles and is working to modernise the country's nuclear forces, ostensibly as a deterrent measure for US military advancement. It has a 'no first use' policy on nuclear weapons.

    'This move is designed to show in clear terms that the means of delivering its strategic deterrent is still functioning,' Alexander Neill, an adjunct fellow with Hawaii's Pacific Forum thinktank, told Reuters.

    The Pentagon has predicted China will double its number of operational nuclear warheads from about 500 now to 1,000 by the end of the decade. The US and Russia respectively have 1,770 and 1,710 operational warheads deployed. Of China's current stockpile about 350 are ICBMs, and the PLA is constructing hundreds of secret silos to contain the land-based missiles, according to a 2023 Pentagon report.

  • Global economic growth stabilizes at 3.2 pct in 2024, 2025: OECD #rwanda #RwOT

    According to the OECD economic outlook, annual GDP growth in the United States is projected to slow down to 2.6 percent in 2024 and further down to 1.6 percent in 2025, but be cushioned by monetary policy easing.

    For Euro area, the OECD said that GDP growth is projected to be 0.7 percent in 2024 and speed up to 1.3 percent in 2025, with activity supported by a recovery in real incomes and an improvement in credit availability.

    Headline inflation has continued to fall this year in most countries, partly due to further declines in food price inflation and low or negative energy and goods price inflation, the organisation noted, adding that the recent steep fall in oil prices, and the ongoing easing of global food prices could place further downward pressure on headline inflation in the short-term.

    “Oil prices have declined by over 10 percent since July, amid expectations for excess supply next year and market concerns about weakening oil demand growth… If oil prices remain at their current level, global headline inflation could be reduced by around 0.5 percentage points over the coming year,” the OECD explained.

    According to the OECD, declining consumer price inflation has supported household spending, providing a counterbalance to the negative impact from restrictive financial conditions and the uncertainty about the ongoing Ukraine conflict and the evolving crisis in the Middle East.

    Along with stable GDP growth and further disinflation, the OECD also said that real incomes would improve and less restrictive monetary policy in many economies would help underpin demand.

    The recovery in real incomes could provide a stronger boost to consumer confidence and spending, and further oil price declines would hasten disinflation.

    Headline inflation is projected to ease from 5.4 percent in 2024 to 3.3 percent in 2025 in the G20 economies.

  • Rwanda to name 22 baby gorillas #rwanda #RwOT

    This annual event, held in Rwanda’s Northern Province, marks its 20th edition and is expected to draw over 2,000 guests, including local residents from Musanze District and neighboring areas.

    Since its inception 20 years ago, the ceremony has seen 395 baby gorillas named.

    Kwita Izina has become an internationally renowned celebration of Rwanda’s conservation efforts.

    Maurice Mugabowagahunde, Governor of the Northern Province, reassured the public that despite ongoing security challenges in the Eastern Democratic Republic of Congo, tourism in the province remains unaffected.

    “Security in the Northern Province is robust. Visitors can be confident that their safety is guaranteed. The conflicts across the border have had no impact on our tourism industry, as visitor numbers continue to increase. Local residents trust that our borders and national parks are well-protected,” he stated.

    Mugabowagahunde also emphasized the broad economic benefits generated by tourism-related events like Kwita Izina.

    “This event has a significant financial impact on many people, including local businesses, hotel and restaurant owners, and those in the transportation sector, all of whom benefit.”

    Michaella Rugwizangoga, Chief Tourism Officer at RDB, expressed satisfaction with the progress in organizing the ceremony, noting its alignment with the country’s broader tourism growth strategy.

    In the past 15 years, Rwanda’s tourism revenue has surged from $180 million to $620 million, with a goal of reaching $1.1 billion under the second phase of the National Strategy for Transformation (NST2).

    Since its inception 20 years ago, the ceremony has seen 395 baby gorillas named.

  • Rwanda’s economy expected to surpass initial growth projections for 2024 – Central Bank #rwanda #RwOT

    He was presenting the Monetary Policy and Financial Stability Statement (MPFSS) on September 25. The latter features the economic performance for the first half of the year and provides projections for the remainder of 2024.

    With this robust growth, Governor Rwangombwa emphasized that the Rwandan economy is expected to surpass the originally projected growth for the year.

    'We expect our economy to perform much higher than the initial 6.6 percent projection for 2024,' he stated.

    According to Rwangombwa, all sectors of the economy have contributed to this growth, with the service and industrial sectors showing particularly strong double-digit increases.

    Over the past five years, the service sector has grown by an average of 48.2%, the industrial sector by 24.1%, and the agriculture sector by 18.4%.

    However, Rwangombwa pointed out a significant challenge: the growth is not reflected in the export sector, which has impacted Rwanda’s foreign exchange earnings.

    'The only challenge we have is that this growth is not reflected in our export sectors. This impacting our foreign exchange earnings and foreign exchange market.

    “This is where the government and the private sector need to do more because the economy is growing but the imbalance between imports and exports continue to widen,' he stated.

    This issue is evident in the rising level of imports, which grew by 5.7% in the first half of 2024, while exports decreased by 0.9%.

    In 2023, imports rose by 17.4%, and exports increased by 11.2%, highlighting the ongoing trade deficit. The widening of the trade deficit—up by 9.6% in the first half of this year—can be attributed to a drop in the prices of exported commodities, while imports continue to rise.

    This trade imbalance has also contributed to the depreciation of the Rwandan franc against the US dollar. In the first half of 2024, the franc depreciated by 3.7%, which is a notable decrease compared to the 8.8% depreciation recorded during the same period last year.

    Governor Rwangombwa noted that while this year’s depreciation is expected to be just above 8%, it remains higher than the historical average, driven by pressures from the trade deficit.

    On a positive note, inflows from travel, tourism, and remittances continue to rise, helping to finance the trade deficit. Rwanda currently has enough reserves to cover 4.7 months of imports, with projections to end the year at 4.8 months.

    Inflation stood at 4.7% in the first half of 2024 and is projected to average around 5% for the entire year.

    John Rwangombwa, the Governor of the National Bank of Rwanda, has revealed that the country’s Gross Domestic Product (GDP) grew by 9.8% in the first half of 2024.

  • Kenyan MP files censure motion against Deputy President Gachagua #rwanda #RwOT

    The motion reads that the public “utterances” made by the DP have marginalized sections of Kenyans. This has created and continues to heighten tension among different ethnic communities in Kenya

    He highlighted instances where Gachagua made comments related to employment opportunities for Kenyans in public service, the allocation of resources to devolved units, and allegedly incited segments of the population to disregard lawful directives from county governments.

    'Hon. Rigathi Gachagua on several occasions since his assumption to the Office of Deputy President, has made utterances, among others, regarding employment opportunities to Kenyans in the public service; allocation of resources to the devolved units; and incitement of a section of Kenyans to disobey lawful directives by some county governments,' Mungatana’s censure motion reads in part.

    The censure motion against Gachagua follows his recent insinuations that President William Ruto is implicated in his current challenges.

    Mungatana said Gachagua’s public statements are in contravention of the provisions of Article 75 of the Kenyan Constitution; against the national values and principles of governance espoused in Article 10(2) of the Constitution, and demean the high office of the Deputy President of the Republic.

    Gachagua’s future as Kenya’s Deputy President may depend on the outcome of this censure motion.

    The Senate is set to discuss this crucial motion against the Deputy President as the political landscape remains fragile.

    As the highest-ranking leader from the Mt. Kenya region, Gachagua recently cautioned Ruto against taking the former’s region for granted.

    'We are the ones who gave William Ruto the most votes. He is in the State House because of us—isn’t that the truth? We ask the president’s allies not to disrespect us. If they no longer want our support, let them come to Githurai and tell us,' Gachagua was quoted by Kenya’s media as saying.

    'Our people despise betrayal, and they are very unforgiving if you betray them. I ask President Ruto not to take that path,' said Gachagua.

    The Deputy President may be removed from office on the grounds of physical or mental incapacity to perform the functions of the office; or on impeachment, according to Articles 144 and 145 of the Kenyan Constitution.

    Impeachment can be on the ground of a gross violation of a provision of this Constitution or any other law; where there are serious reasons to believe that the Deputy President has committed a crime under national or international law; or for gross misconduct.

    To impeach the Deputy President, a Member of Parliament supported by at least a third of all the members, may move a motion for the impeachment on either of the three grounds.

    Within seven days after receiving notice of a resolution from the Speaker of the National Assembly, the Speaker of the Senate shall convene a meeting of the Senate to hear charges against the Deputy President.

    The Speaker shall ensure the report of the tribunal is tabled before the National Assembly within seven days of receiving it.

  • Angolan President Lourenço optimistic about restoring Rwanda-DRC relations #rwanda #RwOT

    Speaking at the 79th Session of the United Nations General Assembly on Tuesday, September 24, 2024, Lourenço reiterated Angola’s commitment to resolving conflicts in Africa, particularly focusing on the conflict in eastern DRC.

    He highlighted Angola’s current efforts, which include a proposal aimed at fostering peace between Rwanda and the DRC.

    Key elements of Angola’s proposal involve coordinated efforts to dismantle the FDLR, a terrorist group identified as a primary source of insecurity in eastern DRC and the Great Lakes Region as well as the possibility of Rwanda to lift defensive measures.

    During a meeting held on September 14, 2024, between Rwandan and Congolese delegations, an agreement to dismantle the FDLR was expected, following approval by intelligence and military experts. However, the DRC representatives rejected the proposal.

    On September 19, President Lourenço sent a message to DRC President Félix Tshisekedi regarding the ongoing Luanda talks and spoke with Rwandan President Paul Kagame by phone.

    Since 2022, Lourenço has played a key role in mediating between Rwanda and the DRC after relations soured.

    The DRC has accused Rwanda of supporting the M23 rebel group during its clashes with the Congolese army, a claim Kigali denies. Rwanda, in turn, accuses the DRC of collaborating with the FDLR and urges it to resolve its internal issues without implicating Rwanda.

    Addressing the UN General Assembly, Lourenço noted that a ceasefire had been achieved in eastern DRC, taking effect on August 4, 2024, as part of the Luanda process. He expressed optimism for further progress.

    'To consolidate these achievements, Angola has put forth a peace agreement involving the DRC and Rwanda, which is currently being discussed at the ministerial level.

    'The goal is to reach an understanding that will justify the convening of a summit meeting to seal the signing of the definitive peace agreement and the reestablishment of relations between the DRC and Rwanda,' Lourenço noted.

    He also expressed concerns about conflicts in Sudan and other African regions, urging the international community to align its efforts with the African Union to promote lasting peace across the continent.

  • DCG Ujeneza advocates for gender integration in all stages of policy-making #rwanda #RwOT

    The training for 56 officers from 10 African countries is designed to advocate for greater gender parity and to improve women’s participation, representation and leadership in law enforcement and criminal justice in Eastern Africa.

    Participants are from Kenya, Uganda, Tanzania, South Sudan, Comoros, Ethiopia, Djibouti, Burundi, Seychelles, and Rwanda, the host. It is organized in partnership with the United Nations Office on Drugs and Crime (UNODC) and the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO).

    The Deputy Inspector General of Police (DIGP) in Charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, while opening the training, said that it provides an opportunity to deepen their understanding of how integrating gender perspective into practice can enhance effectiveness as law enforcement professionals.

    “Creating a gender-responsive law enforcement system is not just a matter of fairness; it is vital to our effectiveness in maintaining public safety and upholding the law and order. Gender mainstreaming is not a choice but a necessity in modern law enforcement,” DCG Ujeneza said.

    She advocated for the integration of a gender perspective into all stages of policy-making, enforcement strategies, and organizational practices, ensuring that gender considerations are a concern of every level of decision-making especially the top leadership that provides strategic guidance to lower levels.

    “Law enforcement agencies, by nature, interact on a daily basis with a cross-section of the society. A diverse and gender-sensitive approach leads to more effective and empathetic policing, enhancing trust and cooperation within the community. It provides a platform for varied perspectives and innovative solutions to complex problems,” the Deputy Police Chief said.

    She called for individual and collective approaches to challenge stereotypes, and reinforce policies that promote equality and respect.

    The Deputy Inspector General of Police (DIGP) in Charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza has advocated for gender integration in all stages of policy-making.

    The training for 56 officers from 10 African countries is designed to advocate for greater gender parity and to improve women’s participation, representation and leadership in law enforcement and criminal justice in Eastern Africa.
