The agreements were formalized during a two-day Rwanda—Nordic Business Forum, held in Kigali from April 3 to 4, 2025.

The forum brought together over 100 participants, including 55 delegates from Nordic countries, primarily from Finland (70 percent), Sweden (25 percent), and the remainder from Denmark. Among them were university leaders, researchers, investors, and entrepreneurs, many of whom were visiting Rwanda—and Africa—for the first time.

The MoUs cover a wide range of academic and research collaborations. Among the highlights, Malardalen University from Sweden signed an agreement with the African Institute for Mathematical Sciences (AIMS Rwanda) to establish an African branch with headquarters in Kigali.

The Catholic University of Rwanda and Seinajoki University from Finland committed to launching a joint Bachelor’s program in food processing. Another agreement between the Catholic University of Rwanda and Lab University of Applied Sciences in Finland focuses on strengthening medical education and healthcare research.

Lab University also signed a separate agreement with the University of Rwanda to collaborate in the areas of health sciences and research, while the University of Rwanda and Seinajoki University agreed to work together in science and technology disciplines.

Speaking at the event, Minister of Education Joseph Nsengimana emphasized the importance of such international collaborations in shaping Rwanda’s development agenda.

He noted that education remains the cornerstone of national progress and highlighted the significance of working with countries that have strong educational systems. He thanked the Nordic representatives for making the journey to Rwanda to explore opportunities that will not only benefit Rwanda but also their own institutions and countries.

Beyond academia, the forum also addressed early childhood development, healthcare, and private sector investment.

Campus Company, a Finnish organization specializing in innovative learning methods, signed an MoU with Rwanda’s National Child Development Agency (NCDA) to introduce a Finnish-inspired fun learning approach in early childhood development centers across the country. The company also entered into partnerships with the University of Rwanda and the Catholic University of Rwanda to expand teacher training and pedagogical research.

Healthcare innovation also featured prominently. A Swedish-owned health clinic that recently opened a branch in Rwanda aims to improve laboratory diagnostics using modern technology and localized solutions.

Operation Smile — Sweden, a longstanding partner in surgical care and medical training, held its board meeting in Kigali during the forum and reaffirmed its commitment to support Rwanda’s healthcare sector, especially in training young professionals.

Addressing participants, Ambassador Dr. Diane Gashumba, Rwanda’s envoy to the Nordic countries, commended the delegates for taking the time to witness the country’s progress firsthand.

She encouraged them to look beyond negative narratives they might have encountered and instead focus on the opportunities for mutual growth. She noted that the partnerships formed during the forum reflect Rwanda’s openness to innovation and its commitment to building strong international networks.

Delegates had the opportunity to visit several key Rwandan institutions, including hospitals, laboratories, insurance companies, and universities. They also toured the Kigali Genocide Memorial and other cultural landmarks.

In addition to professional engagements, they explored some of Rwanda’s natural and cultural heritage, including trips to Akagera National Park, Lake Muhazi, Volcanoes National Park, and historical sites in Nyanza, Musanze, and Bugesera.

The forum was organized by the Rwandan Embassy in Sweden, which represents Rwanda in the Nordic region, in collaboration with HillsConnect (a Rwandan-Finnish diaspora-led company), Remode (a Finnish company founded by a Gambian national), Rwanda Development Board (RDB), the University of Rwanda, and several local private universities including the Catholic University of Rwanda and INES-Ruhengeri.

Support was also provided by the Ministries of Foreign Affairs and Education from both Rwanda and Finland, and the Swedish Embassy in Rwanda.

The initiative is a joint effort between the Government of Rwanda and the Bill & Melinda Gates Foundation, formalized through a Memorandum of Understanding (MoU) signed during the recently concluded Global AI Summit on Africa.

Spearheaded by the Ministry of ICT and Innovation and hosted at the Rwanda Centre for the Fourth Industrial Revolution (C4IR Rwanda), the AI Scaling Hub is designed to serve as a continental nerve center for high-impact AI solutions. The Gates Foundation has pledged up to $7.5 million over the next three years to support this ambitious venture.

Rwanda’s Minister of ICT and Innovation, Hon. Paula Ingabire, emphasized the hub’s focus on practical innovation in critical sectors, including healthcare, agriculture, and education—areas that touch the lives of millions across Africa.

“We’re excited about this partnership with the Gates Foundation around the AI Scaling Hub, designed to be a platform where we can scale AI solutions—starting with three sectors: healthcare, agriculture, and education,' she stated.

According to the Ministry, the hub will not only develop solutions but will also ensure that AI is rolled out ethically, inclusively, and sustainably—principles often overlooked in the rapid race for innovation.

Dr. Trevor Mundel, President of Global Health at the Gates Foundation, described the partnership as a strategic move to dismantle barriers to technological scale and help AI reach those who need it most.

This initiative signals Rwanda’s intention to lead Africa into a new era of AI-driven development.

The hub will build on the country’s track record of digital transformation, exemplified by projects like Zipline, the drone-based medical supply system launched in 2016. In agriculture, where much of Africa’s population earns a living, AI tools could optimize crop yields and combat climate challenges. In education, scalable AI solutions could democratize access to quality learning, addressing disparities that have long plagued the continent.

These efforts have already positioned Rwanda as a rising tech hub, attracting global players and positioning the nation as a model for African-led innovation.

Discussions are already underway to replicate similar AI hubs in countries such as Senegal, Kenya, and Nigeria. By building a pan-African network of AI innovation centers, the initiative could promote unprecedented regional collaboration and shared growth.

The two-day summit, held at the Kigali Convention Center from April 3 to 4, brought together African and global leaders, tech experts, and policymakers to discuss AI’s role in shaping the continent’s future.

At the summit, President Paul Kagame urged African leaders to embrace AI, warning that the continent 'cannot afford to be left behind, once again playing catch-up.'

'We have to adapt, cooperate, and compete—because it is in our best interest to do so. That’s why we are here,' Kagame said.

The move, which takes immediate effect, also halts the issuance of new visas to South Sudanese passport holders.

In a strongly worded statement released on April 5, U.S. Secretary of State Marco Rubio accused South Sudan’s leadership of exploiting the goodwill of the United States by refusing to accept the return of its nationals facing deportation, in line with President Donald Trump’s new immigration policy.

'It is time for the Transitional Government of South Sudan to stop taking advantage of the United States,' Rubio stated. 'Enforcing our nation’s immigration laws is critically important to the national security and public safety of the United States.'

He added that all countries must accept the return of their citizens when they are subject to removal, and that South Sudan’s failure to do so has prompted this sweeping visa ban. The State Department says it will reconsider the measures only when South Sudan fully complies with deportation processes.

The announcement comes amid rising tensions in South Sudan, where renewed fighting has threatened to unravel a fragile peace agreement signed in 2018. On March 8, the U.S. ordered all non-emergency staff to leave its embassy in Juba, citing security concerns due to escalating regional violence.

South Sudanese nationals living in the U.S. had been granted Temporary Protected Status (TPS), allowing them to remain in the country temporarily due to instability back home. That protection is set to expire by May 3, unless renewed.

South Sudan, which became the world’s newest country in 2011 after seceding from Sudan, has struggled with chronic instability. A brutal civil war broke out in 2013 following political tensions between President Salva Kiir and his then-deputy Riek Machar, leaving over 400,000 people dead.

Although the 2018 peace deal brought an end to the large-scale conflict, key provisions—including national elections, constitutional reforms, and the unification of armed forces—remain unfulfilled. Sporadic violence continues in several regions, undermining efforts to bring lasting peace.

This year’s edition, the NBR Schools Quiz Challenge saw an impressive 44 schools from across the country compete in a two months-long challenge, culminating in a thrilling grand finale on April 2, 2025.

After intense rounds of intellectual face-offs, St Ignatius High School from Kigali emerged victorious, followed closely by College du Christ Roi from Nyanza District.

The two schools were crowned at the Central Bank headquarters in Kigali after advancing through regional selections, quarter-finals, and semi-finals that began in February.

Speaking at the Grande Finale, on Wednesday April 2, 2025, Governor of the National Bank of Rwanda, Soraya M. Hakuziyaremye, emphasized the competition’s broader mission beyond just trophies and certificates.

'Through this challenge, we aim to demystify our work but also give tools to better understand economic indicators and the economic decisions that affect your daily lives,' she said. 'We believe that financial literacy is a form of empowerment that helps build a stronger and more informed generation.'

Governor Hakuziyaremye underscored that the initiative is about sowing seeds of curiosity and ambition.

'Beyond simplifying complex economic ideas, this is about planting seeds,' she added. 'We want to spark a deeper interest in economics and finance, and nurture the next generation of Rwandan economists and policymakers. Of course, we also hope some of today’s finalists will one day join the National Bank of Rwanda as future central bankers,'she noted.

The competition not only highlighted the brilliance of students but also the vital role of educators. The Governor extended her gratitude to teachers and school leaders for their unwavering support throughout the rounds.

St Ignatius High School was awarded the champion’s trophy and certificate, while each student received a laptop and FRW 400,000, to be invested in government securities by the Central Bank. Runners-up College du Christ Roi received a trophy and certificate as well, with each student also receiving a laptop and FRW 200,000 for investment in government securities.

Teachers who accompanied students through the competition from both schools were also rewarded—FRW 400,000 and 300,000 respectively—to be similarly invested.

Minister of Education, Joseph Nsengimana, who attended the NBR Schools Quiz Challenge Grange Finale, lauded the initiative and congratulated all participants for their dedication and enthusiasm.

'The work that has been done and the interest that’s being generated across the country—it’s remarkable,' he said. 'Some of the questions were so challenging, These students have truly impressed me.

'This is one way of encouraging the students to take interest in various sectors of the economy and also to encourage them to pursue their studies so that they can contribute to the development of the country,' he said.

The Minister also took a moment to recognize the efforts of all participating schools.

'There were many schools that didn’t make it to the final stage, but in truth, they are all winners. They’ve expanded their knowledge, gained insight into Rwanda’s economic framework, and grown in ways that matter,' he remarked.

Among the students, the excitement and inspiration were palpable. Lauren Keza, 18, from the winning team at St Ignatius High School, shared how the experience reaffirmed her academic aspirations.

'This BNR Schools quiz challenge was a great motivation for me as an economics student,' she said. 'It helped me understand more about how my central bank works and really made me want to study economics even further. I hope to one day work with BNR,' she said, also commending the awards as a motivation for them to learn better.

The competition began on February 10 with preliminary rounds across all provinces, followed by the quarterfinals and semi-finals held on March 12.

With minds sharpened and aspirations sparked, the BNR Schools Quiz Challenge continues to stand as a powerful symbol of how education, when aligned with national goals, can shape the next generation of leaders.

The incident is said to have occurred on the night of April 4 to 5 in Kanzana, a locality in Nyiragongo territory.

In a statement released on Saturday, April 5, the group revealed that the victims included women and children and blamed what it described as 'enemies of peace under direct orders of the Kinshasa regime' for the killings.

AFC/M23 said the attack was carried out by infiltrators taking advantage of the group’s policy of free movement and the lifting of roadblocks in areas under its control.

Describing the incident as an act of cowardice and terrorism, the rebel group warned the Congolese government against further such actions, vowing to take measures to neutralise those responsible.

'This organised crime orchestrated by Kinshasa, aimed at tarnishing the reputation of the AFC/M23, is an act of cowardice,' AFC/M23 spokesperson Lawrence Kanyuka said in a statement.

The group also claimed that such acts undermine the ongoing ceasefire and efforts by the international community to find a peaceful resolution to the ongoing conflict in eastern Democratic Republic of Congo.

“The AFC/M23 reiterates its commitment to protect and defend civilian populations, as well as to work towards lasting peace in the DRC,” the group added.

The Kinshasa government is yet to respond to the allegations.

AFC/M23, which says it is fighting for the rights of marginalised groups, including Kinyarwanda-speaking communities who have endured decades of persecution in the east, controls large swaths of territory in the east Congo following its recent offensive.

The group is scheduled to engage in direct talks with Kinshasa in Qatar on April 9, with the aim of resolving the conflict.

The construction company working on the sports field in the district of Simmering in Vienna found a large number of human remains at the site in October last year, according to the Vienna Department of urban archaeology, part of the Wien Museum.

However, the total number of individuals is estimated to be more than 150, as the earlier construction works had displaced a large number of dislocated bones in the 16-foot-long pit.

The skeletal finds suggest 'a hasty covering of the dead with earth, as the individuals were not buried in an orderly fashion, but with their limbs intertwined with each other’s and with many lying on their stomachs or sides,' the museum said.

After the skeletons were cleaned up and examined, researchers found that they were all male, and most were more than 1.7 meters tall (more than 5 feet 7 inches) and between the ages of 20 and 30 when they died.

Their dental health was generally good, with few signs of infection, but every individual analyzed bore injuries sustained at or near their time of death.

The variety of wounds, which were mainly found in the skull, pelvis and torso, and made by weapons including spears, daggers, swords and iron bolts, suggests they were sustained during battle rather than the result of execution, the punishment for military cowardice, the museum said.

'As the remains are purely male, it can be ruled out that the site of discovery was not connected with a military hospital or similar or that an epidemic was the cause of death. The injuries to the bones are clearly the result of combat,' it added.

The men were probably robbed of their weapons, since only a small number of objects were found alongside them, according to the release. Archaeologists uncovered two iron spearheads, one of which was found lodged in a hip bone.

Numerous hobnails were discovered near the feet of one individual. These nails would have studded the underside of leather Roman military shoes, the museum said.

An X-ray of the scabbard of a rusted and corroded iron dagger revealed typical Roman decorations of inlays of silver wire. This was dated to between the mid-1st century and early 2nd century AD.

There were also several pieces of scale armor, which became customary around 100 AD, the museum said. However, they were unusual in having more square-shaped features than round, it added.

A cheek piece from a Roman helmet was found to be from a type that became customary from the middle of the 1st century.

'We are blown away by this find. It is a genuine game-changer,' Kristina Adler-Wölfl, head of the Vienna Department of Urban Archaeology, told the media, adding that this is 'a once-in-a-lifetime discovery' for the museum’s archaeologists.

Preliminary investigation suggests with near certainty that the mass grave is the result of such a Roman-Germanic battle, one that likely took place in or around 92 CE,' she added.

The destruction of an entire legion is included in reports of disastrous defeats, which later led to the extension of the fortification line known as the Danube Limes under the emperor Trajan, according to the museum.

The Roman expansion of the town of Vindobona, which later became Vienna, 'from a small military site to a full-scale legionary fortress occurred in that context. This would place the mass grave in immediate conjunction with the beginning of urban life in present-day Vienna,' said Adler-Wölfl.

The initial investigation by the team in Vienna will form part of a larger international research project, the museum said. This will include DNA analysis, to shed light on the lives of the soldiers and their living conditions.

The remains of at least 129 individuals who were uncovered during renovation excavations of a football pitch in Vienna, belong to Roman soldiers who died in combat.

Prosecutors for the Eastern District of New York asked in a court filing for a sentence of 87 months to reflect the 'seriousness of his unparalleled crimes.'

Santos, 36, is set to be sentenced on April 25, bringing to an end a criminal case that began in 2023. Prosecutors charged him with 23 felony counts while he was still a representative in Congress.

A provocateur who insisted on his innocence even as his serial falsehoods came to light, Mr. Santos pleaded guilty last August to two of the counts and admitted to an array of other frauds. Guidelines call for a sentence of roughly six to seven years in prison, though a judge will make the final decision later this month.

In his drive to seek higher office, the prosecutors’ filing said, Mr. Santos fabricated his past and engaged in deceitful schemes, including inflating his fund-raising numbers and stealing from donors.

'He lied to his campaign staff, his supporters, his putative employer and congressional colleagues, and the American public. Santos’s conduct has made a mockery of our election system,' the prosecutors wrote.

Lawyers for Santos, Robert M. Fantone and Joseph W. Murray, did not immediately respond to requests for comment on morning. In a separate filing on Friday, they asked for a sentence of two years, the minimum allowed for the crimes involved, followed by probation.

Santos had acknowledged the gravity of his crimes, the filing said, and agreed to pay nearly $374,000 in restitution.

'His conduct, though involving dishonesty and abuse of trust, stemmed largely from a misguided desperation related to his political campaign, rather than inherent malice,' his lawyers wrote.

'The public disgrace that Santos endured and his removal from Congress meant he was unlikely to commit similar crimes in the future, they said.

Prosecutors in their filing disagreed, writing that a significant sentence was needed to deter Santos from defrauding the public. They said that the former congressman had made efforts to 'leverage his lawbreaking as a springboard to celebrity and riches.'

Prosecutors cited his appearance on Cameo, a video-sharing platform for celebrities, his participation in a documentary and the debut of his recent podcast, 'Pants on fire with George Santos.'

Santos erupted onto the national stage in 2022 after his election to Congress helped his party win control of the House. Young, gay and the son of Brazilian immigrants, Mr. Santos positioned himself as part of the new face of the Republican Party, and a proud supporter of Donald Trump.

But even before he was sworn in, questions emerged over his conduct and the veracity of his claims. Mr. Santos was accused of inventing personal connections to the Holocaust, the Sept. 11 attacks and the Pulse nightclub shooting in Orlando, as well as falsifying finance records.

He was expelled from Congress in late 2023, after a report by the House Ethics Committee found evidence that Mr. Santos had broken federal law.

Mr. Santos had acknowledged the gravity of his crimes, the filing said, and agreed to pay nearly $374,000 in restitution.

The officers, PC Katungi Alex and Assistant Inspector of Police (AIP) Hadali Keneth, are jointly facing charges of assault and conspiracy to commit atrocities.

Katungi, an officer attached to the Environmental Protection Police Unit (EPPU) under the Ministry of Water and Environment, stands accused of assaulting multiple individuals under the pretext of cracking down on illegal developments in wetlands.

According to court documents, Katungi is also under investigation for broader offenses, including illegal arrests, land grabbing, extortion, and harassment, particularly targeting investors and landowners in the areas of Kajjansi and Entebbe.

Witnesses allege that Katungi, while claiming to be enforcing environmental laws, engaged in corrupt practices, including threatening legal action against landowners and then extorting money to allow them to proceed with their developments.

Several victims claim the officer used excessive force and targeted people without due process. In some cases, victims reported being detained without proper charges or documentation.

In a twist of irony, Katungi is also being probed for personally authorizing or participating in illegal developments within protected wetland areas the very crimes he claimed to be preventing.

AIP Hadali Keneth, his co-accused, has been charged with conspiracy, allegedly aiding and coordinating with Katungi in carrying out the unlawful activities.

The prosecution requested the continued detention of both officers to allow ongoing investigations into multiple complaints filed by residents and business owners. The Kajjansi Chief Magistrate ruled in favor of the prosecution, remanding both officers until April 9, 2025.

The case has drawn public attention, with local leaders and civil society organizations calling for a comprehensive review of operations within the EPPU.

'This case highlights the urgent need for transparency and oversight within environmental enforcement units,' said Miriam Kabonesa, a legal officer with the Center for Justice and Accountability. 'Officers entrusted to protect the environment must not become its exploiters.'

As the investigations proceed, communities in Kajjansi and Entebbe are watching closely, hopeful that this marks the beginning of accountability for alleged abuses that have long gone unchecked.

The program, launched on April 3, 2025, in Gisagara District at Gakoma Hospital, is part of a collaboration between the Rwanda Biomedical Center (RBC) and Zipline, a company specializing in drone-based medical deliveries.

Dr. Jean Damascène Niyonzima, who heads the malaria control unit at RBC, said the new approach is designed to solve delays in the traditional drug delivery system, which can put patients at serious risk, especially in urgent malaria cases.

“The distribution routes for medication are often long, and road transport tends to face challenges that cause delays. That’s why we introduced this drone delivery system to ensure that if a patient with severe malaria needs an urgent injectable treatment that’s out of stock locally, the medicine can reach them in time,” he explained.

He emphasized the importance of technology in modern healthcare response, “Embracing technology is something we’ve found to be very effective in helping us respond quickly to patients in need.”

Gisagara district mayor, Jérôme Rutaburingoga, highlighted the area’s vulnerability to malaria due to surrounding wetlands, which provide ideal breeding conditions for mosquitoes. He said new strategies are being implemented to fight the disease.

“We’ve taken special measures. Right now, our community health workers are treating more patients than all other health professionals combined. This ensures anyone who gets sick is treated immediately and no time is lost,” he said.

He also mentioned efforts to make mosquito nets more affordable: “We’ve agreed with RBC to reduce the price of insecticide-treated nets to 5,000 Rwandan Francs from the current 10,000, to make them more accessible to the population.”

Gisagara District recorded approximately 106,000 malaria cases in the 2024/25 fiscal year, up from over 59,000 in the previous year. The most affected sectors are those near wetlands.

Severe malaria cases have been reported in Gisagara, Nyamasheke, and Nyagatare, with some patients losing their lives due to delayed treatment. Nationwide, malaria has claimed 61 lives so far this year, according to RBC data.

The drone-based delivery system will initially operate in Gisagara, Nyamasheke, and Nyagatare Districts, serving hospitals and health centers. The program is expected to expand to other parts of the country in the near future.

If you watch a person faking happiness closely, you will notice the emptiness behind their upturned lips. Genuine smiles activate distinctive facial muscles around the eyes, a 'Duchenne' mark that can’t be consistently faked.
