Prior to the formal presentation of credentials, Ambassador Ngango engaged in important discussions with senior Vatican officials.

On Friday, December 6, 2024, he met with His Eminence Cardinal Pietro Parolin, the Secretary of State, for talks focused on strengthening bilateral cooperation between Rwanda and the Vatican, particularly in the areas of education and health. The fruitful discussions underscored the growing collaboration between the two institutions.

Additionally, on Thursday, December 5, 2024, Ambassador Ngango met with Monsignor Roberto Campisi, the Assessor for General Affairs, where he presented copies of his credentials.

The meeting laid the groundwork for continued diplomatic dialogue and cooperation between Rwanda and the Vatican.

Ambassador Ngango resides in Geneva and also represents Rwanda in Austria, Liechtenstein, Slovenia, Switzerland, and other Geneva- and Vienna-based international organizations.

Hosted by UAE Ambassador H.E. Hazza Al Qahtani, the celebration brought together prominent Rwandan officials, diplomats, business leaders, and members of the UAE expatriate community to honor the UAE’s journey and its robust ties with Rwanda.

In his keynote address, Ambassador Al Qahtani highlighted the UAE’s remarkable transformation since its founding on December 2, 1971, under the leadership of the late Sheikh Zayed bin Sultan Al Nahyan.

Reflecting on the nation’s rapid progress, he stated, 'Today, we celebrate not only the UAE’s success but also the unity and vision of our leadership.'

The Ambassador noted the UAE’s evolution into a global leader in innovation, sustainability, and diplomacy, citing its role as host of COP28 and its strong advocacy for sustainable development and climate action.

Ambassador Al Qahtani highlighted the UAE’s remarkable transformation since its founding on December 2, 1971.

The Ambassador also emphasized the UAE’s expanding international presence, with 103 embassies and 20 consulates worldwide, as well as its growing influence through platforms such as BRICS and the G20 summit.

'The UAE’s commitment to fostering global partnerships has made it a key player in renewable energy, technology, and sustainable development,' he said.

Strengthening Economic Partnerships

The UAE’s economic relationship with Rwanda was a focal point of the celebration. Bilateral trade between the two nations reached USD 1.3 billion, with Dubai’s non-oil exports to Rwanda amounting to USD 143.8 million last year.

Rwanda’s exports to Dubai exceeded USD 514.5 million, showcasing the mutually beneficial trade relationship.

Ambassador Al Qahtani highlighted the UAE’s significant investments in Rwanda, which have totalled over USD 248 million.

'We are committed to continuing our cooperation with Rwanda,' said Ambassador Al Qahtani, pointing to ongoing discussions for a Comprehensive Economic Partnership Agreement (CEPA). 'This agreement will further enhance trade and investment opportunities, driving mutual economic growth.'

Representing the Rwandan government, Minister of Foreign Affairs & International Cooperation Hon. Olivier Nduhungirehe delivered warm congratulations to the UAE on its National Day. He reaffirmed Rwanda’s commitment to deepening bilateral ties, emphasizing the UAE’s pivotal role in Rwanda’s development.

'We are proud to be a close partner of the UAE. The UAE’s investments have played a crucial role in Rwanda’s transformation, and we look forward to exploring even more areas of cooperation,' Nduhungirehe stated.

He acknowledged the UAE’s support in sectors such as infrastructure, technology, and education, noting that these contributions have significantly propelled Rwanda’s growth. ',' he added.

The Minister highlighted shared priorities between the two nations, including renewable energy, innovation, and sustainable development. He pointed to the resolutions of the inaugural Joint Committee for Cooperation held in March 2024, which established a framework for expanding collaboration in renewable energy, education, and technology.

A Vision for the Future

Both leaders expressed optimism about the future of the bilateral relationship, emphasizing its potential to address global challenges and promote sustainable development. Ambassador Al Qahtani reiterated the UAE’s commitment to supporting Rwanda’s development goals, while Minister Nduhungirehe highlighted the shared vision of progress through innovation and partnership.

As part of the celebration, attendees were treated to a showcase of UAE culture, including traditional Emirati music, dance performances, and cuisine, which underscored the UAE’s rich heritage. The event also featured a presentation on the UAE’s achievements in areas such as renewable energy, smart technology, and education, demonstrating the nation’s commitment to global progress.

The decree also announced other changes within the Military Tribunal where Lt Col Gerard Muhigirwa has been appointed as Vice President.

Among others, Lt Darcy Ndayishimiye and Lt Thérèse Mukasakindi have been appointed as Judges in the Military High Court.

The appointments were confirmed during a Cabinet meeting on November 9, 2024, after a review of military personnel proposals submitted by the Minister of Defence.

Prior to his new appointment, Brig Gen Karuretwa served as the Director of International Cooperation within the Rwanda Defence Force (RDF) following his tenure as Head of Operations in the RDF’s Second Division in the Northern Province.

He has a long history of service, having spent 10 years in various roles within the Presidency.

From July 2011 to March 2016, he served as the President’s defence and security advisor, and from November 2013 to July 2021, he was the Principal Private Secretary to the President of the Republic.

Brig Gen Karuretwa joined the military in 1992. He holds a degree in Law from the National University of Rwanda (2000) and a Master’s in International Law from The Fletcher School, Tufts University, USA.

Addressing reports suggesting Kenya’s unpreparedness and the possibility of Rwanda stepping in as a replacement co-host, Murkomen stated that such claims are unfounded.

“The truth is that we are hosting CHAN from February 1 to February 28, 2025. While the schedule and team allocations are yet to be finalized, we are burning the midnight oil to ensure our facilities are ready,” Murkomen told Kenya’s NTV on Monday night, insisting that plans are in top gear to expedite the arrival of essential materials by air to meet the tight deadline.

Currently, Kenya has no CAF-approved stadiums for the tournament. Kasarani Stadium, one of the proposed venues, is only 30% complete.

He acknowledged the challenges posed by delays in infrastructure development, particularly at the Kasarani and Nyayo stadiums, but assured the public that efforts are underway to meet the Confederation of African Football’s (CAF) requirements.

“I receive updates three times a week from contractors, who have assured us they will do everything humanly possible to meet the deadline,” he stressed.

Murkomen also highlighted Kenya’s commitment to hosting CHAN and the 2027 Africa Cup of Nations (AFCON), clarifying that the bids for the two tournaments are independent of each other.

“Unfortunately, some have conflated the two. For CHAN, we committed to providing two stadiums, and we are on track to fulfil this obligation,” he explained.

In response to reports claiming CAF’s dissatisfaction and the potential relocation of CHAN matches, Murkomen stated: “There has never been a discussion about shifting hosting rights from Kenya to any neighbouring country. CAF officials are in constant communication with us, and their feedback has been constructive. President Patrice Motsepe will visit Kenya next week to inspect progress, which underscores their support.”

Murkomen acknowledged Kenya’s historical struggles with sports infrastructure but framed the current situation as a wake-up call.

“We need nearly Ksh7 billion (about Rwf70 billion) to bring our facilities up to the required standards. Despite competing national priorities, we are mobilizing resources and working with contractors to ensure readiness,” he said.

The minister also praised CAF for their collaborative approach and urged Kenyans to remain optimistic and patriotic.

“This is a critical moment for our nation to reclaim its place as a leader in African sports. Hosting CHAN and AFCON will leave a lasting legacy for our sports infrastructure and inspire future generations,” he noted.

Murkomen’s reassurances come amid heightened public scrutiny and concerns over Kenya’s ability to deliver on its hosting commitments.

CHAN 2025 is scheduled to begin on February 1, 2025. CAF initially awarded co-hosting rights for CHAN 2025 to three countries from the Council for East and Central Africa Football Associations (CECAFA) zone including Tanzania and Uganda.

With Kenya struggling to meet the necessary requirements, reports emerged over the weekend that Rwanda was being considered as a replacement co-host alongside Tanzania and Uganda.

Kenyan media reports indicate that CAF delegates visited Kenya last week and expressed dissatisfaction with the state of preparations. The delegates reportedly issued a deadline of December 31, 2024, for Kenya to complete the required work or lose its hosting rights.

Currently, Kenya has no CAF-approved stadiums for the tournament. Kasarani Stadium, one of the proposed venues, is only 30% complete, while Nyayo Stadium lags even further behind.

In contrast, Rwanda’s infrastructure is well-prepared. Stadiums such as Amahoro Stadium, Kigali Pelé Stadium, and Huye Stadium all meet CAF standards and are capable of hosting CHAN matches. Rwanda previously hosted the entire tournament in 2016, demonstrating its capability.

The stadium was renovated at a cost of $160 million, which saw the capacity expanded from 25,000 to 45,000.

“Congratulations to my friend President-elect John Mahama on your election victory. Rwanda and Ghana share a strong commitment to progress, and we look forward to working together to strengthen our bilateral ties and advance the vision of a prosperous Africa,” President Kagame posted on X.

The Ghana Electoral Commission officially announced on December 9, 2024, that Mahama secured 56.55% of the vote, while his opponent, Mahamudu Bawumia, the candidate of the New Patriotic Party (NPP) and current Vice President, garnered 41.6%.

Prior to the official results, Bawumia graciously conceded defeat, offering his congratulations to Mahama for his win.

Mahama, who served as Ghana’s Vice President from 2009 to 2012 and President from 2012 to 2017, is set to assume office on January 7, 2025.

He will replace outgoing President Nana Akufo-Addo, who has held office since 2017.

The relationship between Rwanda and Ghana is marked by strong cooperation across various sectors, including air transport, defense and security, private sector partnerships, tourism, culture, finance, and trade.

Rwanda opened its embassy in Ghana in 2020, while Ghana reciprocated by opening its embassy in Rwanda in 2024.

President Kagame has promised cooperation with Ghana’s president-elect.

Mahama is set to assume office on January 7, 2025.

Among the new appointments are Célestin Nsabimana, who has been selected as a center referee, and Emmanuel Habumugisha, appointed as an assistant referee. They replace Nsoro Ruzindana, who has been a center referee for eight years, and Raymond Nonati Bwiliza, who had been an assistant referee for 12 years, both of whom have been removed from the list.

In another key appointment, Henriette Byukusenge steps in as a new FIFA-approved female center referee, taking over from Mukansanga Salima, who transitioned to a role as a Video Assistant Referee (VAR).

Célestin Nsabimana has been appointed as a center referee.

This makes a total of 17 referees now officially recognized by FIFA, well-represented across various categories. Rwanda’s representation on the international stage in 2025 will include the following;

Male Center Referees: Abdoul Karim Twagirumukiza, Jean Claude Ishimwe, Samuel Uwikunda, Patience Fidèle Rulisa and Célestin Nsabimana.

Male Assistant Referees: Saïd Hamisi Ndayisaba, Eric Mugabo, Justin Karangwa, Dieudonné Mutuyimana, Didier Ishimwe, and Emmanuel Hamugisha.

Female Center Referees: Aline Umutoni and Henriette Byukusenge.

Female Assistant Referees: Sandrine Murangwa Usenga, Alice Umutesi, Régine Mukayirangwa and Juliette Akimana.

According to the Britain-based war monitor Syrian Observatory for Human Rights, Israel launched a series of airstrikes in Syria, targeting such sites as Syrian navy vessels docked at Latakia Port, military depots in coastal areas, and arms depots in Damascus.

In addition, the attacks hit the 112th Brigade between the cities of Sheikh Miskin and Nawa in the west of Daraa province, as well as military depots near the Mahja town in northern Daraa.

Two civilians were killed in the assaults on the 12th Brigade in the city of Izraa, the observatory added.

In Damascus, a Xinhua correspondent witnessed Israeli warplanes flying overhead.

Israeli Foreign Minister Gideon Sa’ar told reporters on Monday that the Israeli army launched strikes targeting “strategic weapons systems, residual chemical weapons capabilities, and long-range missiles and rockets” in Syria to prevent them from falling into the hands of “extremist elements,” claiming that Israel does not aim to interfere in Syria’s internal politics.

He also said that “the IDF (Israel Defense Forces) carried out a targeted and temporary operation to take control of areas near the border” with Syria because Syrian militants crossed into the buffer zone between the two countries over the weekend, violating the Agreement on Disengagement signed in 1974 between Israel and Syria.

Airstrikes are expected to continue in the coming days, an anonymous Israeli official told Xinhua.

Multiple regional countries, including Egypt, Jordan, Iraq, Kuwait, among others, condemned the occupation, calling for respecting Syria’s sovereignty, independence, and territorial integrity.

Also on Monday, Syrian online media outlet Sawt al-Asima reported that Muhammad al-Bashir, born in 1983 and an electrical engineer and head of the “Syrian Salvation Government” opposition group in Idlib under the aegis of the Hayat Tahrir al-Sham (HTS), has been tasked with forming a new Syrian government.

Following the latest developments in Syria, the international community has voiced concern about peace and stability in the country, as United Nations (UN) Secretary-General Antonio Guterres on Sunday called for calm and “avoiding violence at this sensitive time.”

“We will need the support of the international community to ensure that any political transition is inclusive and comprehensive and that it meets the legitimate aspirations of the people of Syria,” said Guterres.

Iranian President Masoud Pezeshkian said that his country would continue diplomatic consultations with relevant parties as well as the United Nations to help stabilize the situation, highlighting the necessity to hold dialogue among different segments of the Syrian society.

Turkish Foreign Minister Hakan Fidan on Monday voiced readiness to support and coordinate efforts with all stakeholders to secure Syria’s territorial integrity and stability, saying that Türkiye will make efforts for the safe return of over 3.5 million Syrian refugees residing in the country back home.

China hopes all parties concerned will proceed from the fundamental interests of the Syrian people and find a political solution to restore stability in Syria as soon as possible, Foreign Ministry Spokesperson Mao Ning told reporters on Monday, stressing that the future of Syria should be decided by the Syrian people.

Outgoing U.S. President Joe Biden said that Washington “will engage with all Syrian groups, including within the process, led by the UN, to establish a transition away from” the Assad government, while President-elect Donald Trump said on social media that “The United States should have nothing to do with” the situation in Syria.
