The announcement marks Israel's first official and straightforward rejection of the plan.

Netanyahu told the weekly cabinet meeting that Israeli forces, which Israeli officials had previously estimated control about 70 percent of Gaza, will continue to carry out attacks in the enclave to 'thwart threats.'

'When I say disarming Hamas, I mean the heavy weapons, the less heavy weapons — all weapons,' Netanyahu said.

Israel is still in talks with the United States about the document of the plan, he said. 'They have ideas, some of which are acceptable to us and some of which are not, and we know how to stand our ground on these matters.'

The plan was drafted in May by Nickolay Mladenov, 'high representative for Gaza' of the 'Board of Peace,' and officially announced by U.S. President Donald Trump in late July, who said back then the board had reached an agreement on the 'complete disarmament' of Hamas and other armed groups in Gaza.

A day after Trump's announcement, Hamas said it had agreed to the 'latest version of the roadmap' for the second phase of the Gaza ceasefire agreement after 'fierce' negotiations, but conditioned weaponry arrangements on a complete halt to 'aggression,' Israeli withdrawal from the enclave, and progress on reconstruction.

Since a ceasefire between Hamas and Israel came into effect in October 2025, Israeli attacks have killed more than 1,250 people and injured over 4,100 others in Gaza, according to Gaza-based health authorities.

Rwanda, South Africa, Argentina and Thailand are reportedly the leading candidates for new races on the Formula 1 calendar, although no country has yet been officially confirmed.

'Negotiations are progressing very well in Africa. We are having other discussions in South America. We have discussions in the Far East,' said Domenicali during a media briefing with assembled international motorsport journalists, including representatives from PlanetF1 early this month.

'One thing that I can tell you is that we have more requests in China and Japan, but for the moment, we want to stay with one race in China because we need to consolidate the market before thinking about having other options there.'

Rwanda has been working to bring Formula 1 to the country as part of a broader strategy to establish itself as a major destination for global sports. President Paul Kagame formally announced the country's bid to host a Grand Prix in December 2024 during the FIA General Assembly in Kigali.

Formula 1 has not held a race in Africa since the South African Grand Prix in 1993.

Rwanda, South Africa, Nigeria and Morocco have all expressed interest in bringing the championship back to the continent.

President Kagame has since visited Formula 1 facilities in Azerbaijan and Qatar, including the Baku City Circuit and Lusail International Circuit.

The proposed Formula 1 circuit in Rwanda is expected to be built in Bugesera District, near the new airport currently under construction.

In July, Sports Minister Nelly Mukazayire said Rwanda remained committed to hosting a Formula 1 race.

Formula 1 is the world's premier single-seater motor racing championship, known for its high speeds, advanced technology and global following.

The championship is contested through a series of races known as Grands Prix, held on purpose-built circuits or temporary street circuits.

Drivers and teams earn points based on their results in each Grand Prix, with the driver and team accumulating the most points over the season crowned world champions.

The delegates include Miss Uganda Trivia Elle Muhoza, who shares a strong connection to Rwanda through her maternal lineage.

The 73rd edition will feature contestants from countries around the world, with Eritrea, French Guiana, Maldives, Mozambique and Pakistan set to participate for the first time.

Several countries that did not take part in last year's competition are also returning this year. They include Aruba, the Bahamas, the Cook Islands, Fiji, Guinea-Bissau, Kosovo, Laos, Malawi, Morocco, Norway, Saint Lucia, South Korea, Tanzania and the Turks and Caicos Islands.

This year's pageant coincides with celebrations marking 75 years since Miss World was established. It is one of the world's longest-running and most prominent international beauty pageants.

Rwanda is not participating in this year's competition, while several other East African countries, including Eritrea, Ethiopia, Kenya, Somalia, Tanzania and Uganda, will be represented.

Rwanda made its Miss World debut in 2016, when Jolly Mutesi became the country's first representative. Contestants, including Elsa Iradukunda, Liliane Iradukunda, and Meghan Nimwiza, followed her.

Naomie Nishimwe, who was crowned Miss Rwanda 2020, did not compete at Miss World following the cancellation of the 2020 global pageant due to the COVID-19 pandemic and her subsequent departure from the local organizing agency. Grace Ingabire represented Rwanda in 2021 and remains the country's last contestant to appear on the Miss World stage.

Divine Muheto, crowned Miss Rwanda 2022, was unable to compete at Miss World 2023 after the national pageant's operations were suspended.

The latest contestants will compete for the crown currently held by Thailand's Suchata Chuangsri, who won Miss World 2025.

The study, published in Neuropsychopharmacology, analysed data from 11,036 children who were followed from ages 9 and 10 through ages 16 and 17.

Researchers monitored changes in their cognitive abilities while also tracking cannabis use and exposure to other substances.

The research used data from the Adolescent Brain Cognitive Development study, the largest long term investigation of brain development among young people in the United States.

Researchers found that teenagers who used cannabis showed slower improvement across several areas of cognitive performance, including memory, attention, language and processing speed.

Some participants who later began using cannabis initially performed as well as, or slightly better than, their peers.

However, as they grew older and began using cannabis, their cognitive development tended to level off, while teenagers who did not use cannabis continued to improve.

To measure cannabis exposure more accurately, researchers combined participants' reports with biological testing. y

Hair, urine and saliva samples were used to identify exposure ranging from recent cannabis use to use that had occurred several months earlier.

The researchers also examined whether individual compounds in cannabis were associated with different cognitive outcomes.

In a smaller group of participants, teenagers with evidence of exposure to tetrahydrocannabinol, commonly known as THC, experienced greater declines in memory performance over time than teenagers without evidence of cannabis use.

Researchers did not observe the same pattern among teenagers with evidence of cannabidiol, or CBD, exposure, although the number of participants in that group was limited.

The findings point to THC as a likely contributor to the changes observed.

Although the differences in cognitive performance were relatively modest, researchers said they could still be meaningful because adolescence is a critical period for brain development.

Small changes in memory, attention or thinking speed could potentially affect learning, classroom performance and everyday activities.

However, the researchers stressed that the study does not prove that cannabis directly caused the slower cognitive development.

Environmental conditions, personality traits and other factors could also contribute to the differences.

The researchers adjusted their analysis for several possible influences, including family background, mental health, use of other substances and participants' cognitive abilities before cannabis use began.

The research team plans to continue following the participants into young adulthood.

Future research could help determine whether the age at which cannabis use begins and how frequently it is used influence long term brain development.

The researchers say delaying cannabis use may support healthier brain development during adolescence.

The renewed interest comes from research into high doses of vitamin C given intravenously, rather than through ordinary tablets.

Scientists say intravenous treatment can produce much higher levels of vitamin C in the blood and may cause biological effects that cannot be achieved by taking supplements.

The story dates back to the 1970s, when American scientist Linus Pauling, a two time Nobel Prize winner, worked with Scottish doctor Ewan Cameron to investigate high doses of vitamin C in patients with advanced cancer.

Their early work suggested that some patients receiving large amounts of vitamin C lived longer and experienced an improved quality of life.

However, two major trials conducted by the Mayo Clinic later found no survival benefit from vitamin C pills.

Scientists now believe the difference between intravenous vitamin C and tablets may help explain the conflicting results.

When vitamin C is taken orally, the digestive system limits how much can enter the bloodstream.

Intravenous administration, however, can raise blood concentrations to levels many times higher than those reached through tablets.

At very high concentrations, vitamin C may behave differently from its usual role as an antioxidant.

Laboratory studies suggest it can help generate hydrogen peroxide, a reactive substance that can damage cells.

Cancer cells may be particularly vulnerable because they are already under stress and may have weaker systems for dealing with such damage.

Researchers have tested intravenous vitamin C in small studies involving patients with difficult to treat cancers, including ovarian, pancreatic and brain tumors.

Some studies suggest that combining vitamin C infusions with chemotherapy could help certain patients live longer or experience fewer treatment related side effects.

Other studies, however, have found no clear benefit. Researchers say the studies remain too small and varied to provide firm conclusions.

One of the more consistent findings has involved quality of life. Some patients receiving vitamin C alongside chemotherapy have reported less fatigue, pain and nausea.

Scientists are also investigating whether high levels of vitamin C could affect cancer cell growth, DNA regulation, responses to low oxygen and the immune system.

These findings are still being studied and some remain preliminary.

Researchers therefore say Pauling was partly right to believe vitamin C could have a role in cancer treatment, but he overstated its benefits and was wrong to promote vitamin C tablets as a powerful cancer cure.

For now, large and definitive clinical trials have not shown that high dose intravenous vitamin C can extend the lives of most cancer patients.

Scientists say it should remain an experimental treatment studied in clinical trials or carefully supervised medical settings, rather than a replacement for established cancer therapies.

Rwanda National Police spokesperson ACP Boniface Rutikanga issued the warning on August 8, 2026, during a press briefing in which the Rwanda Investigation Bureau (RIB) paraded people arrested for various offences.

ACP Rutikanga said people who own or operate bars, nightclubs and venues where events are held could be held responsible for misconduct taking place on their premises.

'Those who operate bars and nightclubs will also be held accountable for the misconduct of people there because we cannot have people behaving recklessly under the guise of having fun,' he said.

He noted that some of the people involved in such behaviour are under the influence of alcohol.

ACP Rutikanga said the police would work with concert organisers, DJs and other stakeholders who bring people together for entertainment to address such conduct.

'We do not want such behaviour in Rwanda. Those who say Rwanda is not enjoyable can go elsewhere and dance naked, but we will no longer accept that here,' he said.

He added that authorities would work with entertainment industry stakeholders to ensure that certain forms of behaviour are no longer tolerated.

'We cannot allow people to gradually lose their values until tomorrow we have a society of reckless people,' he said.

The warning comes amid growing concerns over alcohol abuse, particularly among young people.

The Ministry of Local Government (MINALOC) recently said that 95% of young people found in rehabilitation centres had been taken there because of alcohol-related problems.

Meanwhile, figures from the Ministry of Health indicate that in the first seven months of 2026, 50 people died after consuming substandard alcoholic beverages, while another 100 lost their sight and about 11,000 people became addicted to alcohol.

Ntihanabayo Samuel, also known as Kazungu, and 15 other suspects arrested in Kigali were presented by RIB on August 8, 2026. Ntihanabayo was arrested alongside two other employees of Ingufu Gin, including the factory's quality control officer and production manager.

Oluwatosin Ayayi, the operations manager of Kerry Taste and Nutrition Rwanda, was also among those presented after being arrested in Kigali.

Other suspects presented by RIB included individuals linked to Ebeneza Hub, Sakaza Fruit, Entreprise Urwibutso, African Buffalo, Piphany Company and Lotas Medical Group.

Since August 2, the Rwanda Food and Drugs Authority (Rwanda FDA) has closed 148 factories producing alcoholic beverages that failed to meet required quality standards and suspended the production of the beverages manufactured by the affected facilities.

The decision followed inspections that found that some of the factories were using improperly processed ethanol in their alcoholic beverages, posing serious health risks to consumers.

The Government of Rwanda says 50 people have died from consuming substandard alcohol since January 2026, while another 100 people have lost their sight. An estimated 11,000 people across the country have also become addicted to the beverages.

RIB spokesperson Dr. Murangira B. Thierry said those under investigation include government officials responsible for inspections and issuing permits, factory owners, employees of the closed factories, local government officials and people involved in illegal alcohol production.

'They all have one thing in common. They are connected through the chemical substance ethanol. They are facing four charges: giving a person something that can endanger their life, forging or using forged documents, embezzlement and insubordination,' Dr. Murangira said.

He explained that some factory owners and employees involved in producing substandard alcoholic beverages had been using expired materials and unauthorized measurements in pursuit of profit, without considering the consequences for consumers.

'So far, 80 people have been arrested across the country, 16 of whom we have presented here were arrested in Kigali. Investigations are still ongoing. In reality, nothing can be exchanged for human life because everything being done is in the interest of the public,' Dr. Murangira said.

RIB said inspections conducted in collaboration with relevant authorities found that some factories were operating without registration, while others were producing beverages without the required quality certifications.

Authorities also found factories operating in unhygienic conditions, producing alcohol in unauthorized locations and obstructing inspections by officials.

RIB said investigations into the production and distribution of substandard alcoholic beverages are continuing as authorities work to identify all individuals involved and protect the public from products that could endanger their health.

According to the actress, the eagle stayed briefly before flying away.

Williams-Paisley has previously spoken about how important Keaton was to her, particularly because she was only 19 when she landed her role in the first film.

The staffer, identified as Yahav Lichner, is leading UNICEF's office in Washington, D.C.

Lichner has reportedly been placed on administrative leave.

'What I can tell you is that UNICEF is aware of serious allegations concerning an employee and is taking the appropriate action,' said Farhan Haq, deputy spokesman for the UN secretary-general.

'If true, such actions would be inconsistent with staff obligations under the UN Charter, the staff regulations and the standards of conduct for the international civil service, all of which emphasize that the responsibilities of staff are international, not national, and which call for the independence and impartiality of the staff of the UN,' said the spokesman.

According to an investigation by the Drop Site news outlet based on leaked emails obtained by the hacking group Handala, Lichner allegedly provided confidential UN information to Israeli officials when he was serving at the UN Population Fund. The hacked emails upon which the Drop Site investigation is based cover the years 2014 and 2015.

Speaking on The New Times' Context programme, Nduhungirehe said the agreement does not need to be renegotiated or supplemented with new arrangements, but requires political will from the parties and the mediator to implement its provisions.

'The agreement itself is comprehensive enough. What we need to do is to implement it. We don't need to renegotiate it because we agree with its content,' he said.

The minister said the Washington Accords built on the Concept of Operations (CONOPS) agreed between Rwanda and the DRC for the neutralisation of the FDLR and the lifting of Rwanda's defensive measures.

'The Washington Agreement was actually taking the concept of operations that we had agreed on already in Rwanda for the neutralization of the FDLR, genocidal force, and the lifting of Rwanda's defensive measures,' Amb. Nduhungirehe said.

He rejected a recent protocol announced between the DRC government and the FDLR under which the armed group said it was prepared to disarm and undergo demobilisation and reintegration.

Amb. Nduhungirehe said the FDLR is not a party to the Washington agreement but rather one of the issues the agreement requires to be addressed.

'The FDLR should be neutralized as per the Washington Accords. They are the subject of the Washington Accords. They are not a party to sign protocols,' he said.

He also accused the FDLR of working with the Congolese army and dismissed the recent exchange of communications between the group and the DRC government as a delaying tactic.

'We've seen communication between the FDLR writing to the DRC government and the DRC government responding to the letter by the FDLR leaders. It's just comedy,' he said.

'What we believe is that this is delaying tactics that cannot fool anyone. And it's not the first time.'

Amb. Nduhungirehe cited previous instances in which the DRC announced plans to neutralise the FDLR but, according to him, failed to follow through.

He recalled that in March 2024, then-DRC Foreign Minister Christophe Lutundula announced that Kinshasa would present a plan to neutralise the FDLR. Four days later, Amb. Nduhungirehe said Lutundula questioned whether authorities knew where the FDLR fighters were.

The minister also referred to March 2026, when DRC military authorities announced plans to begin operations against the FDLR.

'Then two days later, on 31st of March, they sent helicopters to Walikale full of rifles, close to 700 rifles, to the bases of the FDLR. Ammunition, money, mortars, and other weapons to the same FDLR,' he alleged.

Amb. Nduhungirehe said the lack of progress under the Washington agreement is primarily a question of political will.

'The process itself and the agreement are fine. And they are actually excellent when we read the document. But the problem we have is the political will to implement that agreement,' he said.

He said Rwanda had also raised concerns about the role of the United States as mediator, accusing it of becoming increasingly biased in the process.

Amb. Nduhungirehe maintained that Rwanda does not need another agreement to resolve the FDLR issue, but rather tangible implementation of the commitments already made.
