Ukrainian President Volodymyr Zelenskyy has told the United Nations Security Council that negotiations will not be enough to end the war in Ukraine and that Russia needs to be 'forced into peace'.

Zelenskyy told a high-level meeting of the 15-member council in New York that Russian President Vladimir Putin was committing 'an international crime' and had broken so many international rules that he would not stop on his own.

'And that's why this war can't simply fade away. That's why this war can't be calmed by talks,' Zelenskyy said on Tuesday. 'Russia can only be forced into peace, and that is exactly what's needed — forcing Russia into peace as the sole aggressor in this war, the sole violator of the UN Charter.'

Russia on Wednesday described Zelenskyy's plan to force it to make peace as a 'fatal mistake'.

Kremlin spokesman Dmitry Peskov said: 'Such a position is a fatal mistake, a systemic mistake. This is a profound misconception that will inevitably have consequences for the Kyiv regime.'

It is impossible to force Russia into peace, Peskov told reporters, adding that 'Russia is a supporter of peace, but on the condition that the foundations of its security are ensured'.

Zelenskyy is aiming to build support among Ukraine's allies for what he has called a  'victory plan' to end the war that began when Russia launched its full-scale invasion of Ukraine in February 2022.

He stressed the war would not end because 'someone got tired of the war' or through a trade with Putin, a reference to proposals that Ukraine cede some territory seized by Russia to end the conflict.

Russia currently occupies less than 20 percent of Ukraine and is pressing forward on the eastern front line.

The meeting was attended by ministers from 14 of the council's member nations except Russia, which sent its Permanent Representative to the UN Vassily Nebenzia.

He complained that Zelenskyy was being given a UN spotlight again.

'Western countries could not refrain from poisoning the atmosphere once again, trying to fill the airtime with the hackneyed Ukrainian issue,' Nebenzia said of the meeting.

'De facto accomplices'

Zelenskyy's visit to the United States comes as campaigning for a November presidential election that could reset Washington's relations with Kyiv moves into high gear.

Vice President Kamala Harris is facing off against former President Donald Trump, who is seen as more of a Ukraine sceptic. Opinion polls suggest a tight race between the two.

The Ukrainian president also criticised North Korea and Iran for providing arms to Russia for the war, describing them as Moscow's 'de facto accomplices'.

Investigators have found debris from North Korean weaponry in Ukraine. Iran's President Masoud Pezeshkian has denied claims Tehran is delivering missiles to Russia.

The issue of weapon supplies also fuelled a clash between the top diplomats of China and the US.

'North Korea and Iran are not the only ones aiding and abetting Russia,' US Secretary of State Antony Blinken told the council. 'China — another permanent member of this council — is the top provider of machine tools, microelectronics and other items that Russia is using to rebuild, to restock, to ramp up its war machine and sustain its brutal aggression.'

China's Foreign Minister Wang Yi rejected the accusations.

'I wish to make it clear that on the Ukraine issue, any move to shift responsibility onto China, or attack and smear China, is irresponsible and will lead nowhere,' he told the council.

He reiterated China's commitment to achieving peace in Ukraine and pointed to a peace proposal worked out with Brazil.

UN Secretary-General Antonio Guterres also briefed the meeting, reiterating the UN's strong support for Ukraine's sovereignty and territorial integrity under the UN Charter.

'Russia's full-scale invasion of Ukraine in February 2022 — following the illegal annexation of the Autonomous Republic of Crimea and city of Sevastopol a decade ago — is a clear violation of these principles,' the UN chief said.

Maurice Mugabowagahunde, Governor of the Northern Province, reassured the public that despite ongoing security challenges in the Eastern Democratic Republic of Congo, tourism in the province remains unaffected.

“Security in the Northern Province is robust. Visitors can be confident that their safety is guaranteed. The conflicts across the border have had no impact on our tourism industry, as visitor numbers continue to increase. Local residents trust that our borders and national parks are well-protected,” he stated.

Mugabowagahunde also emphasized the broad economic benefits generated by tourism-related events like Kwita Izina.

“This event has a significant financial impact on many people, including local businesses, hotel and restaurant owners, and those in the transportation sector, all of whom benefit.”

Michaella Rugwizangoga, Chief Tourism Officer at RDB, expressed satisfaction with the progress in organizing the ceremony, noting its alignment with the country’s broader tourism growth strategy.

In the past 15 years, Rwanda’s tourism revenue has surged from $180 million to $620 million, with a goal of reaching $1.1 billion under the second phase of the National Strategy for Transformation (NST2).

According to the OECD economic outlook, annual GDP growth in the United States is projected to slow down to 2.6 percent in 2024 and further down to 1.6 percent in 2025, but be cushioned by monetary policy easing.

For Euro area, the OECD said that GDP growth is projected to be 0.7 percent in 2024 and speed up to 1.3 percent in 2025, with activity supported by a recovery in real incomes and an improvement in credit availability.

Headline inflation has continued to fall this year in most countries, partly due to further declines in food price inflation and low or negative energy and goods price inflation, the organisation noted, adding that the recent steep fall in oil prices, and the ongoing easing of global food prices could place further downward pressure on headline inflation in the short-term.

“Oil prices have declined by over 10 percent since July, amid expectations for excess supply next year and market concerns about weakening oil demand growth… If oil prices remain at their current level, global headline inflation could be reduced by around 0.5 percentage points over the coming year,” the OECD explained.

According to the OECD, declining consumer price inflation has supported household spending, providing a counterbalance to the negative impact from restrictive financial conditions and the uncertainty about the ongoing Ukraine conflict and the evolving crisis in the Middle East.

Along with stable GDP growth and further disinflation, the OECD also said that real incomes would improve and less restrictive monetary policy in many economies would help underpin demand.

The recovery in real incomes could provide a stronger boost to consumer confidence and spending, and further oil price declines would hasten disinflation.

Headline inflation is projected to ease from 5.4 percent in 2024 to 3.3 percent in 2025 in the G20 economies.

He highlighted instances where Gachagua made comments related to employment opportunities for Kenyans in public service, the allocation of resources to devolved units, and allegedly incited segments of the population to disregard lawful directives from county governments.

'Hon. Rigathi Gachagua on several occasions since his assumption to the Office of Deputy President, has made utterances, among others, regarding employment opportunities to Kenyans in the public service; allocation of resources to the devolved units; and incitement of a section of Kenyans to disobey lawful directives by some county governments,' Mungatana’s censure motion reads in part.

The censure motion against Gachagua follows his recent insinuations that President William Ruto is implicated in his current challenges.

Mungatana said Gachagua’s public statements are in contravention of the provisions of Article 75 of the Kenyan Constitution; against the national values and principles of governance espoused in Article 10(2) of the Constitution, and demean the high office of the Deputy President of the Republic.

Gachagua’s future as Kenya’s Deputy President may depend on the outcome of this censure motion.

The Senate is set to discuss this crucial motion against the Deputy President as the political landscape remains fragile.

As the highest-ranking leader from the Mt. Kenya region, Gachagua recently cautioned Ruto against taking the former’s region for granted.

'We are the ones who gave William Ruto the most votes. He is in the State House because of us—isn’t that the truth? We ask the president’s allies not to disrespect us. If they no longer want our support, let them come to Githurai and tell us,' Gachagua was quoted by Kenya’s media as saying.

'Our people despise betrayal, and they are very unforgiving if you betray them. I ask President Ruto not to take that path,' said Gachagua.

The Deputy President may be removed from office on the grounds of physical or mental incapacity to perform the functions of the office; or on impeachment, according to Articles 144 and 145 of the Kenyan Constitution.

Impeachment can be on the ground of a gross violation of a provision of this Constitution or any other law; where there are serious reasons to believe that the Deputy President has committed a crime under national or international law; or for gross misconduct.

To impeach the Deputy President, a Member of Parliament supported by at least a third of all the members, may move a motion for the impeachment on either of the three grounds.

Within seven days after receiving notice of a resolution from the Speaker of the National Assembly, the Speaker of the Senate shall convene a meeting of the Senate to hear charges against the Deputy President.

The Speaker shall ensure the report of the tribunal is tabled before the National Assembly within seven days of receiving it.

He was presenting the Monetary Policy and Financial Stability Statement (MPFSS) on September 25. The latter features the economic performance for the first half of the year and provides projections for the remainder of 2024.

With this robust growth, Governor Rwangombwa emphasized that the Rwandan economy is expected to surpass the originally projected growth for the year.

'We expect our economy to perform much higher than the initial 6.6 percent projection for 2024,' he stated.

According to Rwangombwa, all sectors of the economy have contributed to this growth, with the service and industrial sectors showing particularly strong double-digit increases.

Over the past five years, the service sector has grown by an average of 48.2%, the industrial sector by 24.1%, and the agriculture sector by 18.4%.

However, Rwangombwa pointed out a significant challenge: the growth is not reflected in the export sector, which has impacted Rwanda’s foreign exchange earnings.

'The only challenge we have is that this growth is not reflected in our export sectors. This impacting our foreign exchange earnings and foreign exchange market.

“This is where the government and the private sector need to do more because the economy is growing but the imbalance between imports and exports continue to widen,' he stated.

This issue is evident in the rising level of imports, which grew by 5.7% in the first half of 2024, while exports decreased by 0.9%.

In 2023, imports rose by 17.4%, and exports increased by 11.2%, highlighting the ongoing trade deficit. The widening of the trade deficit—up by 9.6% in the first half of this year—can be attributed to a drop in the prices of exported commodities, while imports continue to rise.

This trade imbalance has also contributed to the depreciation of the Rwandan franc against the US dollar. In the first half of 2024, the franc depreciated by 3.7%, which is a notable decrease compared to the 8.8% depreciation recorded during the same period last year.

Governor Rwangombwa noted that while this year’s depreciation is expected to be just above 8%, it remains higher than the historical average, driven by pressures from the trade deficit.

On a positive note, inflows from travel, tourism, and remittances continue to rise, helping to finance the trade deficit. Rwanda currently has enough reserves to cover 4.7 months of imports, with projections to end the year at 4.8 months.

Inflation stood at 4.7% in the first half of 2024 and is projected to average around 5% for the entire year.

Speaking at the 79th Session of the United Nations General Assembly on Tuesday, September 24, 2024, Lourenço reiterated Angola’s commitment to resolving conflicts in Africa, particularly focusing on the conflict in eastern DRC.

He highlighted Angola’s current efforts, which include a proposal aimed at fostering peace between Rwanda and the DRC.

Key elements of Angola’s proposal involve coordinated efforts to dismantle the FDLR, a terrorist group identified as a primary source of insecurity in eastern DRC and the Great Lakes Region as well as the possibility of Rwanda to lift defensive measures.

During a meeting held on September 14, 2024, between Rwandan and Congolese delegations, an agreement to dismantle the FDLR was expected, following approval by intelligence and military experts. However, the DRC representatives rejected the proposal.

On September 19, President Lourenço sent a message to DRC President Félix Tshisekedi regarding the ongoing Luanda talks and spoke with Rwandan President Paul Kagame by phone.

Since 2022, Lourenço has played a key role in mediating between Rwanda and the DRC after relations soured.

The DRC has accused Rwanda of supporting the M23 rebel group during its clashes with the Congolese army, a claim Kigali denies. Rwanda, in turn, accuses the DRC of collaborating with the FDLR and urges it to resolve its internal issues without implicating Rwanda.

Addressing the UN General Assembly, Lourenço noted that a ceasefire had been achieved in eastern DRC, taking effect on August 4, 2024, as part of the Luanda process. He expressed optimism for further progress.

'To consolidate these achievements, Angola has put forth a peace agreement involving the DRC and Rwanda, which is currently being discussed at the ministerial level.

'The goal is to reach an understanding that will justify the convening of a summit meeting to seal the signing of the definitive peace agreement and the reestablishment of relations between the DRC and Rwanda,' Lourenço noted.

He also expressed concerns about conflicts in Sudan and other African regions, urging the international community to align its efforts with the African Union to promote lasting peace across the continent.

“Policing is quite challenging in Seychelles since we have more waters to Police than the land. We are surrounded by water bodies and facing a big challenge of drug trafficking. Last year, we intercepted more than one tonne of narcotics, so this is one major area where we can work together through information sharing,” CP Barbe said.

He added: “I am happy that our President chose Rwanda as a strong partner to work with and share experiences. We will continue to expand on various areas of interest like community policing, forensics, and fighting drug trafficking, financial crimes.”

The two parties agreed to constitute a joint team to fast-track the implementation of the cooperation agreement.

During his four-day visit, CP Barbe and his delegation will also tour various RNP units and department, including training centres, operation units and border security, among others.

The training for 56 officers from 10 African countries is designed to advocate for greater gender parity and to improve women’s participation, representation and leadership in law enforcement and criminal justice in Eastern Africa.

Participants are from Kenya, Uganda, Tanzania, South Sudan, Comoros, Ethiopia, Djibouti, Burundi, Seychelles, and Rwanda, the host. It is organized in partnership with the United Nations Office on Drugs and Crime (UNODC) and the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO).

The Deputy Inspector General of Police (DIGP) in Charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, while opening the training, said that it provides an opportunity to deepen their understanding of how integrating gender perspective into practice can enhance effectiveness as law enforcement professionals.

“Creating a gender-responsive law enforcement system is not just a matter of fairness; it is vital to our effectiveness in maintaining public safety and upholding the law and order. Gender mainstreaming is not a choice but a necessity in modern law enforcement,” DCG Ujeneza said.

She advocated for the integration of a gender perspective into all stages of policy-making, enforcement strategies, and organizational practices, ensuring that gender considerations are a concern of every level of decision-making especially the top leadership that provides strategic guidance to lower levels.

“Law enforcement agencies, by nature, interact on a daily basis with a cross-section of the society. A diverse and gender-sensitive approach leads to more effective and empathetic policing, enhancing trust and cooperation within the community. It provides a platform for varied perspectives and innovative solutions to complex problems,” the Deputy Police Chief said.

She called for individual and collective approaches to challenge stereotypes, and reinforce policies that promote equality and respect.

The UN secretary general has told world leaders that Lebanon is on the brink of becoming a second Gaza, adding the crisis has 'become a non-stop nightmare that threatens to take the whole region down'.

António Guterres made his warning as diplomats meeting in New York for the UN general assembly battled to impose a ceasefire in Lebanon and to hold Israel back from a ground invasion.

The Lebanese prime minister, Najib Mikati, flew to New York to make representations to the US to order Israel to end the bombardment while France, with support from Egypt and Jordan, called for an emergency meeting of the UN security council.

US officials insisted they had concrete proposals to lower the tension but there is no sign that Israel or Hezbollah, the Iranian-backed Lebanese militia, are willing to dial down the fighting yet.

The new Iranian president, Masoud Pezeshkian, due to address the general assembly later on Tuesday, said his country could not allow Hezbollah to stay alone under attack from a fully armed Israel.

Among a whirlwind of meetings in New York as the scale of the death toll of almost 560 people in Lebanon became clear, foreign ministers from the G7 group of leading industrialised nations issued a statement warning the destructive cycle of 'actions and counter-reactions risk magnifying this dangerous spiral of violence and dragging the entire Middle East into a broader regional conflict with unimaginable consequences'.

The EU foreign affairs chief, Josep Borrell, said the escalation between Israel and Lebanon's Hezbollah was already almost a full-fledged war. 'If this is not a war situation, I don't know what you would call it,' he said.

The Jordanian foreign minister, Ayman Safadi, accused Israel of openly defying UN security council resolutions, and said the UN now needed to live up to its responsibilities.

Pezeshkian, who had come to the UN hoping to issue an appeal for coexistence with the west, found himself propelled into warning he could not allow Hezbollah to 'stand alone against a country that is being defended and supported and supplied by western countries, European countries, and the United States of America. The danger does exist that the fire of events that are taking place [in Lebanon] will expand to the entire region'.

When asked whether Iran would counsel Hezbollah to restrain itself in its response to Israeli strikes, Pezeshkian said Hezbollah was facing a country 'armed to the teeth and has access to weapons systems that are far superior to anything else'.

He added: 'We must not allow Lebanon to become another Gaza at the hands of Israel.'

Iran's foreign minister, Abbas Araghchi, said Iran would not fall into what he described as a 'trap' set by Israel. '[The Israelis] think that they can get out of their deadlock by expanding the battlefield. We are fully alert and will not fall into their trap,' he said.

Pezeshkian also met the Turkish president, Recep Tayyip Erdoğan, who has come closest among Muslim leaders to advocating practical countermeasures against Israel. Speaking in New York, Erdoğan said the global system was losing 'effectiveness and credibility', with institutions that are supposed to maintain world peace and security in a 'state of moral collapse'.

The difficulty for the Biden administration is that it has failed since a pause in the fighting last year to persuade Israel to agree a ceasefire in Gaza, and Hezbollah has pledged not to stop firing missiles into Israel unless Israel agrees to such a step.

US officials have been acknowledging for weeks that although most of the ceasefire terms are agreed between Israel and Hamas, the remaining gaps are large and unbridgeable.

Until a few days ago the US said it was confident that an Israeli land invasion of Lebanon was not imminent, but its confidence in that assessment is changing. It has claimed it has repeatedly not been given prior notice of Israel's actions, including the sabotage of Hezbollah pagers and communications equipment, as well as the assassination of the Hamas leader Ismail Haniyeh in Tehran. Iran has rejected these claims as lies.

Guterres, as he opened the general assembly's main debate, set the Middle East crisis in the context of a whirlwind set of crises engulfing the whole world that together represent 'an era of epic transformation'.

On Israel, he said nothing could justify the abhorrent acts of terror committed by Hamas against Israelis on 7 October but added that 'nothing can justify the collective punishment of the Palestinian people'.

Addressing those who go on undermining the goal of a two-state solution, he said: 'What is the alternative? How could the world accept a one-state future that includes such a large number of Palestinians without any freedom, rights or dignity?'

Guterres addressed multiple crises in his speech, saying the 'level of impunity in the world is politically indefensible and morally intolerable'.

He added: 'A growing number of governments and others feel entitled to a 'get out of jail free' card. They can trample international law. They can violate the United Nations charter. They can turn a blind eye to international human rights conventions or the decisions of international courts. They can thumb their nose at international humanitarian law.'

Turkish President Recep Tayyip Erdogan on Tuesday urged the international community to stop Israeli Prime Minister Benjamin Netanyahu, as it did generations ago with Nazi dictator Adolf Hitler.

'Israel's attitude has once again shown that it is essential for the international community to develop a protection mechanism for Palestinian civilians,' Erdogan said in his address to the 79th UN General Assembly meeting in New York.

'Just as Hitler was stopped by the alliance of humanity 70 years ago, Netanyahu and his murder network must be stopped by the alliance of humanity.'

Before his address, Erdogan expressed pleasure at seeing the representative for Palestine at the UN, in the place 'he deserves among the member states, after lengthy struggles.'

He added: 'I wish this historic step to be the last stage on the way to Palestine's membership in the United Nations. I also invite other states, that have not yet done so, to recognize the state of Palestine as soon as possible and take their place on the right side of history at this very critical period.'

Erdogan said he is the leader of a country that is not far from the tensions, but right in its 'epicenter.'

'Even if some feel uncomfortable, even if some will once again criticize us, I wish to speak out certain truths openly today, in the name of humanity, from the common rostrum of humanity,' he said.

The president criticized the UN, which is struggling to fulfill its founding mission and is 'gradually turning into a dysfunctional, unwieldy and inert structure.'

'We witness that international peace and security are too important to be left to the arbitrariness of the privileged five,' he added.

Erdogan has long pushed for reforms to the UN, often using the slogan 'The world is bigger than five,' referring to the Security Council's unrepresentative membership.

'The most dramatic example of this is the massacre that has been going on in Gaza for 353 days,' he stressed.

Turning to the Israeli onslaught on the Gaza Strip, Erdogan said more than 41,000 Palestinians have been killed since last Oct. 7, when Israel launched its relentless offensive.

More than 17,000 children have been the targets of Israeli bullets and bombs, he said.

The whereabouts of more than 10,000 Gazans, most of whom are children, are unknown, Erdogan said, adding that 172 journalists have been killed while trying to do their job under difficult conditions.

Humanitarian aid workers and more than 210 UN personnel, who rushed to the rescue of the people of Gaza struggling with hunger and thirst, have been killed, he added.

'By tearing down the Charter of the United Nations at the United Nations rostrum, they shamelessly challenged the whole world, all the conscientious people right from here, from this rostrum,' he added.

The leaked images from the prisons that Israel has turned into 'concentration camps indicate very clearly what kind of persecution we are facing,' he said.

'As a result of Israel's attacks, Gaza has become the world's largest cemetery for children and women.'

Hundreds of Gazan children have died so far because they were not able to find a bite of dry bread, a sip of water or a bowl of soup and they are still dying, said Erdogan.

'Not only children are dying in Gaza; the United Nations system is also dying, the truth is dying, the values that the West claims to defend are dying, the hopes of humanity to live in a fairer world are dying one by one,' he stressed.

'Stop this cruelty, this barbarism'

'Are the ones in Gaza, the ones in the West Bank not human beings? The children in Palestine, do they not have the right to study, live, and play in the streets?' Erdogan asked.

The president urged the Security Council to prevent the 'genocide' in Gaza and to put a 'stop to this cruelty, this barbarism.'

'What more are you waiting for to stop the massacre network that endangers also the lives of its own citizens along with the Palestinian people and drags the entire region into war for the sake of its political prospects?' he added.

He also criticized countries that 'unconditionally' support Israel.

'For how long will you continue to bear the shame of looking on this massacre, of being its accomplices?' he asked.

While children are dying in Gaza, Ramallah and Lebanon, and babies are dying in incubators, Erdogan said the international community has also given a 'very bad account of itself.'

What is happening in Palestine is an 'indicator of a huge moral breakdown,' he added.

'Ignoring basic human rights, the Israeli government is practicing ethnic cleansing, an overt genocide against a nation, a people, and occupying their territory step by step,' he told the Assembly.

Turning to the Gaza cease-fire and hostage deal proposal, Erdogan said the document has been 'going back and forth' since May.

Demanding an 'immediate and permanent' cease-fire, hostage-prisoner exchange, uninterrupted humanitarian aid to the Gaza, Erdogan said Türkiye continues to maintain its humanitarian aid activities for Palestinians.

'With the amount of aid exceeding 60,000 tons, Türkiye is the country that sends the highest amount of aid to Gaza,' he said.

Türkiye's conscience cannot be at peace until those who killed 41,000 victims are 'held accountable for the crimes they committed, from the person who gives the order to the ones who pull the trigger, and drop the bomb,' he said.

'The bill for the billions of dollars of damage at the destroyed, wiped out, demolished cities must and will definitely be compensated by the perpetrators,' Erdogan stressed.

Reiterating that Ankara supports the lawsuit filed by South Africa at the International Court of Justice (ICJ) to ensure that 'the crimes committed by Israel do not go unpunished,' Erdogan said Türkiye will take all steps to ensure that justice is served in this case in which Ankara have applied for intervention.

'We will make every legal struggle to find justice for our daughter Aysenur Ezgi Eygi, who was shot in the head by Israeli soldiers during a peaceful protest in Nablus,' he added.

Although there is an urgent need for a cease-fire in Gaza, Erdogan said the main issue is the 'occupation of Palestinian territories by Israel,' as he calling for an independent, sovereign and geographically contiguous Palestinian state on the basis of the 1967 borders, with East Jerusalem as its capital.
